Family Resource Centers were created in 1990 by the Kentucky Education Reform Act (KERA). These school-based centers, also known as FRC’s, are designed to promote local identification, coordination, and utilization of community resources to help break down barriers to learning which in turn should enhance students’ ability to succeed in school. The primary goal of these centers is to remove non-academic barriers to learning as a means to enhance student academic success.
FRC’s are funded through a grant administered by the KY Cabinet for Health & Family Services, provided by state education funds through the KY Department of Education. Schools must have at least 20% of their students receiving free and reduced school meals in order to qualify for a center.
Each center offers a unique blend of programs and services determined by the needs of the population being served, available resources, location and other local characteristics.
The mission of the Family Resource Center is to be the bridge between home, school and community through having a collaborative partnership supporting the needs of all.
