Phase I of planning began in earnest in February 2024. Three focus areas were developed based on themes that emerged from the Portrait of a Graduate phase.

Each area became a subcommittee, with members who were recruited from across the district, each lead by a member of the District administration.
After presenting an initial plan based on the three focus areas in June, the School Board and Administration expressed a desire to refine the plan to make it more concentrated. Narrowing the focus and providing measures became the goal of Phase II.
Over the summer, the district administrators met multiple times to refine the plan based on board feedback. A refined plan, with three focus areas, was developed. The plan is grounded in a comprehensive theory of action. The theory of action will help the district ensure that the work it does successfully meets the needs of the school community.
