(a) Anusandhan National Research Foundation (ANRF):
ANRF is a new and landmark initiative by the Government of India, established to strengthen the country’s research ecosystem. The ANRF was created by an Act of Parliament (The Anusandhan National Research Foundation Act, 2023) and officially came into existence on February 5, 2024. It aims to seed, grow, and promote Research and Development (R&D) and to foster a culture of research and innovation throughout India’s universities, colleges, research institutions, and laboratories. The following agencies fund research across all scientific and engineering disciplines.
Science and Engineering Research Board (SERB)
To support basic research in emerging areas of Science and Engineering.
- The premier agency for basic research.
- Funds individual scientists, not institutions.
- Offers start-up grants, core research grants, and prestigious fellowships.
Department of Science and Technology (DST) (administrative department of the ANRF)
Formulating policies and promoting R&D in new and emerging areas of S&T.
- Broader mandate than SERB.
- Funds infrastructure, international collaborations, mission-oriented programs (e.g., Climate Change, Water).
- Supports technology development and women scientists.
(b) Health & Medical Research
Indian Council of Medical Research (ICMR)
The apex body for the formulation, coordination, and promotion of biomedical research.
- Funds clinical, translational, and public health research.
- Manovers a network of its own institutes.
- Offers fellowships and task-force grants for specific health issues.
Department of Biotechnology (DBT)
Promoting and accelerating the development of biotechnology in India.
- Funds basic and applied research in life sciences, agriculture, and health.
- Supports bio-incubators, technology transfer, and industry collaborations.
Council of Scientific & Industrial Research (CSIR)
An R&D organization with a network of institutes. Covers a wide range from biology to engineering.
- Not exclusively health, but has major programs in drugs, genomics, and chemicals.
- Funds in-house research at its labs and also has external grant schemes.
Indian Council of Agricultural Research (ICAR)
Coordinating, guiding, and managing research and education in agriculture.
- One of the largest national agricultural systems in the world.
- Funds research through its vast network of institutes and agricultural universities.
Ministry of Earth Sciences (MoES)
Provides services for weather, climate, ocean, and coastal state, hydrology, seismology, etc.
- Funds research in atmospheric, ocean, geoscience, and polar science.
These are largely mission-oriented agencies with their own premier research labs, but they also offer fellowships and collaborate with universities.
Indian Space Research Organisation (ISRO)
Space science, exploration, and technology development.
- Funds research through specific announcements of opportunity (e.g., planetary science, space technology).
- Offers research fellowships.
Department of Atomic Energy (DAE)
Nuclear power, basic sciences, and related technologies.
- Manages an extensive network of research institutions (e.g., BARC, TIFR).
- Offers prestigious fellowships like DAE-BRNS for research in nuclear science.
Defence Research and Development Organisation (DRDO)
Research and development for India’s defence services.
- Funds extramural research in academic institutions on topics relevant to defence technology.
Indian Council of Social Science Research (ICSSR)
Promoting and funding social science research.
- Funds research projects, fellowships, conferences, and infrastructure.
- Supports both large-scale surveys and theoretical work.
Indian Council of Historical Research (ICHR)
Funding and promoting historical research.
- Provides fellowships and grants for research projects in history.
University Grants Commission (UGC)
Coordination, determination, and maintenance of standards of university education.
- Provides Junior Research Fellowships (JRF) and Senior Research Fellowships (SRF) for PhD students via the National Eligibility Test (NET).
- Also has major research project schemes.
Biotechnology Industry Research Assistance Council (BIRAC)
Fostering innovation and entrepreneurship in the biotech sector.
- A DBT interface agency.
- Provides grants and mentorship to start-ups and SMEs for product development.
Atal Innovation Mission (AIM)
Promoting a culture of innovation and entrepreneurship in India.
- Focuses on creating ecosystems (Atal Tinkering Labs, Incubators) rather than direct research grants.
