Every public school district in Texas operates under the governance of a locally elected board of trustees. Acting as a body corporate on behalf of their local communities, these non-partisan trustees establish the district's strategic vision, adopt governing policies, approve the annual operating budget, and ensure statutory compliance.
While school boards oversee district management, state law explicitly divides corporate oversight from daily administrative operations. Operational leadership is delegated entirely to the district superintendent, whom the board recruits, employs, and annually evaluates. Working in tandem as a "Team of Eight," the board sets performance expectations and fiscal parameters, enabling the superintendent and administrative leadership to direct campus operations, manage staff, and advance student academic achievement.
