Jefferson's essay "The Emergence of Command and Control Policing in Neoliberal New York" (p 133) makes the argument that NYPD's core policing strategies shift from the use of incarceration as a primary source of punishment, to severe surveillance and regulatory controls in impoverished communities (mainly of color) rendering them prison-like spaces.
