Rutherford County Teachers have an MOU!!!
Our 2023 REA PECCA team worked for months with the central office management team to collaborate on policies and language for our MOU (memorandum of understanding). The school board passed it with a 6-1 vote for approval.
In the fall semester of 2025, RCS educators voted YES in September to move forward with the PECCA process, but we were 400 votes short in the December vote for initiating the Collaborative conferencing to maintain our current MOU. The current MOU is effective through November of 2026.
REA and other teacher organizations will be working to renew our PECCA process in 2026 per the state legislative statute --- PROFESSIONAL EDUCATORS COLLABORATIVE CONFERENCING ACT OF 2011 (§§ 49-5-601 — 49-5-609).
Please do your part to let other Rutherford County teachers know that TOGETHER we can keep working for the conditions and protections that make RCS one of the BEST places to work and learn.

Meet Your REA Leadership
President
A native of Kentucky, DeAnna D. Osborne has studied at Carson-Newman University, Southwestern Seminary, Texas Tech University, Tennessee Tech University, and Middle Tennessee State University. DeAnna’s teaching career started in 1997 and she has enjoyed various experiences across the grade span from Pre-K through Adult Education in rural, suburban, and urban districts. She currently lives in the geographic center of Tennessee where she is a high school ESL teacher, parent of four amazing adults, and a Literacy Studies PhD student. She enjoys dabbling in all types of literary and artistic expression, advocacy, public policy, dance, and exploration.
Janice Brown- Adams is a veteran educator at LaVergne Middle School, with close to two decades of commitment to student growth and community wellbeing. Janice holds a Master’s Degree in Special Education from Tennessee State University and a Master’s Degree in Public Service Management from Cumberland University which is a testament to her deep dedication to both learning and leadership.
Prior to her current role in education, she served as a case manager for the Sister Program at Meharry Medical College in Nashville, Tennessee, where she was a passionate advocate and liaison for women navigating substance abuse recovery. Her compassion extended beyond the women she supported; for over ten years, by providing wraparound services for their children, ensuring they received care and stability while their mothers attended outpatient treatment.
Beyond the classroom and clinic, Janice continues to uplift her community through initiatives that blend empathy, service, and enduring impact that are driven by an unwavering belief that every act of care plants a seed for generational progress. She currently sponsors and mentors the LaVergne Debutants Club that inspires young ladies to strive for excellence, academic success, and a genuine care for the community locally and internationally.
Janice states that she considers it an honor to serve Rutherford Education Association as President-Elect, and will give her best to uphold the professionalism and integrity of this organization.
