If you're a caller, during school hours is the best time to do it. I may not be available right as you call because I may be teaching your student or others, but I will get back to you either on a prep or after school later that week.

The best way to ensure a response before the school day begins is by using the Remind app. I don't always know where my phone is or have my email up, but it is likely that while I'm sitting at my desk, I will notice one or the other.

I typically have my phone with me during soccer games and practices in case of emergencies or for a timer. If I'm not at soccer, I'm in a meeting or supervising after school detention with my computer on. Thus, email or Remind are the best ways to reach me after school hours.
