On February 15, 2002, the PSU Board of Regents met at the Philippines Normal University in Manila. Congressman Khalil B. Mitra suggested to the regency for the creation of PSU Narra. The board adopted and approved the suggestion, thus the PSU Narra was created.

The PSU Narra Library was started when Mrs. Nancy Garcia was assigned as the Librarian/Registrar and Administrative Secretary. She started collecting resources and collections through donations from PSU Library Main and other donators as a good starting point of Narra library. The library was housed in a 3 x 2 square meters room at NIA Building.

In 2004 librarianship was passed to Miss Analiza Jalandoni. She was a part-time librarian and a part -time teacher and custodian at the same time.

In 2007, the library was transferred to a larger area in the NIA building. Volumes of books were also increasing through the PSU Teachers Association donating any amount of cash every semester for the purchasing of books. Through the librarian initiative she continued to receive book donations from alumni, private and individual.

In October 2013, Mrs. Libby Celestial was hired as the supervising Librarian in CCRD South Campuses, and she treated PSU Narra Library as her home until 2019. 

PSU Narra at present is under the administrative supervision of an intelligent hardworking Director, Prof. Remedios L. Magbanua. The library's resources and facilities are very much improved by the time of Mr. Charles Reigner Yadno (Campus Libraian,2021-2023) who process the automation of some collections for the fast and ease of access in the collections of the library. The library is now manage by the Cluster Libarian Mr. Chihua A. Kibos together with the library staff Mr. Christian T. Palanca and Ms. Lae Lanny Cubillas-Balingit.
