Com. Rachel Anne Herrera
currently serves as commissioner in the Climate Change Commission, where she spearheads the agency’s work programs on gender and climate finance. She co-led the development of the Philippines’ first National Adaptation Plan, and was a member of the Philippine delegations to the United Nations Framework Convention on Climate Change conferences in Dubai, Egypt, and Bonn.
Commissioner Herrera currently represents the Philippines on the Steering Committee of the NDC Partnership, a global initiative to help countries achieve national climate commitments. Previously, she served on the Green Climate Fund as alternate Board Member representing Asia-Pacific developing countries, and in the 8th Asia Pacific Adaptation Network (APAN) Forum Ad-hoc Advisory Committee.
As Chief Legislative Officer in the Office of Senator Loren Legarda from 2011-2018, she advised the Senate committees on climate change, finance, foreign affairs, and environment, including support to ensure the country’s accession to the Paris Agreement. A lawyer by training, she was a court attorney under the Office of Supreme Court Senior Associate Justice Antonio Carpio, and protection legal officer in the International Committee of the Red Cross- Philippine Delegation. She has degrees in law from the University of the Philippines Diliman and in environmental science from Ateneo de Manila.
