The Managed Move procedure is a supportive and collaborative practice to transition a student from one school to a new school or program when attendance at the catchment school may no longer be appropriate. A managed move may occur for multiple reasons. It is typically considered only after significant conversations with all stakeholders involved.
Guiding Principles:
Student-Centred: The move must be carefully planned, taking into account the student's diverse learning and behaviour needs.
Collaborative: The move must be mutually agreed upon by all parties to ensure a supported transition process.
Appropriate Educational Programming: The School Division remains responsible for providing appropriate educational programming to all students.
Initiation and Determination
The Managed Move process is initiated by the outgoing school or division.
Exhaust all Alternatives: The outgoing school must document that all proactive student services interventions and responses have been considered and/or exhausted (e.g., in-school alternatives, formal meetings, referrals, etc.).
Determine Need: The division/outgoing school determines that continued attendance at the current school is demonstrably inappropriate, especially when balancing the need for safety of students and staff and the student's right to education and human dignity.
Identify Potential Placement: Identify a potential receiving school or program within the division, or in another division/approved program, that can better meet the student's needs. All stakeholders will have a voice in identifying a potential receiving school or program.
Collaboration and Planning (The Managed Move Meeting)
A meeting must be held involving all key stakeholders to develop a supportive transition plan.
Involve Key Stakeholders: The move must involve the following parties:
The student.
The parent(s)/caregiver(s).
The outgoing school/division (teacher, principal and/or designated staff, senior team member and/or designated staff)
The receiving school/division or program.
Any relevant support agencies.
Plan Development: The meeting must result in a carefully planned transfer that:
Takes into account the student's diverse learning and behaviour needs.
Specifies whether the move is for a finite period of time.
Outlines the supports to be provided by both the outgoing and receiving schools/programs.
Mutual Agreement: All parties (outgoing school/division, receiving school/division or program, student, and parent(s)/caregiver(s)) must mutually agree to the move and the terms of the transition plan.
Note: The student has the right to be accompanied by a parent/caregiver or other adult to assist in consultation during this process.
Implementation and Transition
Develop Transportation Plan (if necessary): If the student is attending a school or program outside the division, a transportation plan must be developed jointly with the parent(s)/caregiver(s). The sending school division is typically responsible for transportation, requiring collaboration with the receiving school division.
Facilitate Enrollment: The move may occur:
Within schools in the division.
Between school divisions.
To an adult learning centre.
To an approved activity or program under the Activities and Programs—Learning to Age 18 Regulation.
Document: All steps, plans, agreements, and supports must be documented and shared with the relevant parties.
Admission of Student Expelled From Another Jurisdiction
In consultation with the Superintendent the determination will be made whether or not the school/division has the resources to support a Managed Move of an expelled student from another jurisdiction.
If it is determined that the school/division has the resources to support the Managed Move of an expelled student, the parties will follow this procedure.
