Immediate Supervisor(s): Superintendent’s department

Qualifications:

Must possess a Manitoba Special Education Coordinator’s Certificate, or equivalent:

a.       holds a valid Manitoba Special Education certificate; 

b.       completes five years of approved experience in two or more of the following areas:

i.        regular classroom teaching,

ii.       resource teacher or special class teaching, or both,

iii.       approved clinical or special agency work at a professional level such as psychology, reading, social work, speech and hearing,

iv.       consultative or supervisory experience such as school administrator or department head. [M.R. 515/88 21(1)] 

c.      A minimum of two years’ experience as a Resource Teacher, or related fields;  preferably at the early, middle, and senior years level.

d.      A comprehensive understanding of Student Services assessment/testing procedures and techniques.

e.     Strong leadership abilities; demonstrated professional commitment, and above average interpersonal skills.

f.      Expertise in the area of managing budgets and spreadsheets.

g.     Commitment to partnerships with inter-divisional and planning

h.     Must have a valid Manitoba Class 5 Driver’s License.     

Position Summary

To give leadership and direction to all aspects of Appropriate Educational Programming and services within the Prairie Spirit School Division, including the direction of staff for the prioritization of referrals for specialized assessment.

The Student Services Administrator works with the Student Services Team and Principals in the areas of Tier 1, Tier 2 and Tier 3 Student Specific Interventions.  Such interventions include academic and behaviour supports as well as physical and mental health supports.

Duties and Responsibilities

Without in any way restricting the generality of the foregoing, the Student Services Administrator shall:

a.       Be responsible for the long term planning, development, coordination, and evaluation of programs in the areas of Student Services Service Delivery, as outlined in the Manitoba Education Standards for Student Services and Appropriate Education legislation

b.       Assist the Superintendent’s department with the recruitment and selection of staff, both teaching and non-teaching, who fall under the supervision of the Student Services Administrator.

c.       Supervisory role with clinicians as designated.

d.       Be responsible for establishing and maintaining specialized referral, assessment, and pupil file guideline procedures to ensure Appropriate Educational Programming (including School Psychologist, SLP, and URIS services).

e.       Be responsible for allocating Student Services Grants throughout the Division.

f.        Be the School Division liaison person with community agencies for the Appropriate Education program planning for pre-school students with exceptional needs who are transitioning into Kindergarten, according to interdepartmental protocol agreements.

g.       Be the School Division liaison person with community agencies for the Appropriate Education program planning for high school students with Special exceptional needs who are  transitioning into adulthood. Ensure that students who have reached the age of 16 have a transition plan where required according to interdepartmental protocol agreements.

h.       Be the School Division liaison person with community agencies for the Appropriate Education program planning for students in the care of CFS, according to interdepartmental protocol agreements.

i.        Assist schools in linking to community agencies for student programming.

j.        Coordinate regular meetings and professional development sessions for staff under the supervision of the Student Services Administrator.

k.       Provide support for Principals, School Resource Teachers, School Counsellors and Clinicians for Appropriate Educational Programming.

l.        Provide support to families to facilitate student success.

m.      Coordinate with the Transportation Supervisor and Maintenance Supervisor to provide accessibility for students with exceptional needs, including assisting with the development of Individual Transportation Plans.

n.       Coordinate with the Student Support Administrator, Literacy Administrator and Numeracy Administrator to provide appropriate Education for students with exceptional needs.

o.       Collect and compile the necessary data and financial information required by the Secretary-Treasurer’s Department and Manitoba Education for the purposes of funding and long term planning.

p.       Assist in coordinating the services of outside agencies to school age children, as per Manitoba Education Standards for Student Services.

q.       Assume the responsibility for professional growth and development through attendance at educational conferences and workshops related to Appropriate Educational programming.

r.        Manitoba Education Categorical Grant distribution, budget responsibilities and reporting as assigned.

s.       Coordinate, chair and/or participate in divisional, regional, and provincial initiatives and committees as appropriate.

t.        Perform such tasks as may from time to time be assigned by the Superintendent’s department.
