EOP-P1 - Extra-Curricular Student Transportation in Private Vehicles
Section E: Operations (Property and Transportation)
For reasons of safety, the Board strongly encourages the use of school bus transportation for all school related activities. When school bus transportation is not organized for extra-curricular events, schools will work with parents/guardians to minimize student driving.
The board recognizes that there may be times when students drive themselves to home events (ie: games or practices), outside of the school day.
Schools will work with coaches/managers and parents/guardians to curtail student driving to home events beyond the school the student is registered with.
When bus transportation is not scheduled by the school for away games, parent or volunteer drivers will be organized by the school.
Students are not permitted to drive to extracurricular events at other schools/facilities designated as “away”, or during the school day.
Schools who enter into a Cooperative with (an)other school(s) in order to have enough players/participants for an extracurricular team or club, must communicate with parents/guardians the requirement to minimize student driving. This may be done through the development of school or team policy and procedures. The distance to home venues will be vastly increased when schools are participating in a Cooperative and the intent remains to minimize student driving.
General:
The primary means by which students will be transported is through the use of Prairie Spirit School Division school buses with a certified school bus driver, whenever possible;
12-15 passenger vans are not to be used to transport students attending schools with the exemption of colony schools;
Any vehicles with a seating capacity over 8 passengers that are being used to transport students require approval from the Transportation Supervisor.
The Board shall, however, provide through its M.S.B.A. insurance programs coverage for automobiles not owned by the Division and which are used to transport students enrolled in Division schools provided that such vehicles:
Are driven by School Teachers, parent and/or guardian volunteers, or other approved volunteers;
Are used to transport students to or from activities which are both school-related and are sponsored or authorized by the Division;
Are not used to transport students to or from school in lieu of normal school bus service, unless used to transport students with special needs and approved by the Transportation Supervisor.
Principals shall ensure that each volunteer transporting students, including the student (under the above conditions) has a valid driver’s license and that the vehicle to be used is properly registered, in accordance with Manitoba Public Insurance, for all school sponsored events . (See EOP-E1)
Principals shall ensure that full and proper records of all drivers and vehicles used for each event are collected annually and maintained.
