Section E:  Operations (Property and Transportation)


The Prairie Spirit School Division prohibits the use of school buses for purposes other than those related to normal school activities.  This procedure is in compliance to The Public Schools Act and its Regulation 465/88 which give no authority to the Division for use of buses other than for school functions, except as articulated in EP (Business and Personnel Transportation Services) and in Manitoba Regulation 465/88 11(b) (c).

Other factors such as insurance considerations, increased maintenance, and the difficulties in budgeting for bus mileage serve to further this procedural decision.

In some extreme cases, where no other transportation is available, or in an emergency disaster under E.M.O., permission may be granted for the non-school use of school buses. This permission is only available through a combination of the Motor Transport Board, Manitoba Public Insurance, and Manitoba Education.  Each case is judged on its own merits, and unless express permission is granted, the insurance is invalidated and the use of the bus illegal.
