EII-P0 - Overt Video Security Surveillance

Section E:  Operations (Property and Transportation)


Purpose

The Board is intent on maintaining a safe and secure learning and working environment.  When less privacy-invasive alternatives have been shown to be unworkable to address a specific, substantial and documented problem, Overt (in plain view) Video Security Surveillance Systems are a resource that may be used as a last resort in the Prairie Spirit School Division, to promote the safety of pupils, staff, and members of the community.  Where they are deployed and personal information is collected for that purpose, these systems help protect divisional/school property against theft and/or vandalism.  They can help in the identification of intruders and persons breaking the law, and assist with the maintenance of order.  Those purposes are authorized under subsection 36(1) of the Freedom of Information and Protection of Privacy Act (FIPPA). For the sake of clarity, PSSD considers video surveillance and school security to be separate considerations. As such, school security is addressed in EIB.

Compliance with the Freedom of Information and Protection of Privacy Act (FIPPA)

All applications of overt video surveillance in buildings, on the grounds, or in vehicles of the Prairie Spirit School Division must be compliant with the Freedom of Information and Protection of Privacy Act and the Personal Health Information Act, in all matters involving the collection, retention, use, disclosure, and destruction of personal information, as per Administrative Procedure EII-P1.

Personal information will only be collected for legitimate and specific purposes, and safeguarded once collected.  Its use or disclosure will be for purposes that are consistent with the purposes for which the information was collected (FIPPA, Section 45).  The collection will be limited to the minimum necessary for the specified purposes.  Personal information will only be used and disclosed for the specified purposes.

The use of covert video surveillance shall not be conducted in the Prairie Spirit School Division.
