AF-P1 - Behaviour Procedure - Threats
SECTION A Procedures: Foundations and Basic Commitments
The following procedures/disciplinary consequences will be applied:
immediate removal of the offender from the situation;
the aggressor should be withdrawn from the classroom or other area, the length of the withdrawal depending on the severity of the situation;
debriefing when calm, with a trained third party for both the aggressor and the victim (the trained third party could be the Principal, School Counsellor, Resource Teacher or Psychologist);
the parents/guardians will be informed by the Principal and/or the Superintendent, of the incident and the consequences;
victims should be advised of their legal rights to pursue charges, if applicable;
repeat offenders should be withdrawn from the setting until they are able to work within the setting without incident. Intervention from outside of the school would be required in these cases.
In addition, the student consequences listed in each section of the unacceptable conducts will apply.
THREAT ASSESSMENT PROTOCOL
Guiding Principle
The Prairie Spirit School Division believes that all staff, parents, and students have a responsibility to maintain a safe, caring, and respectful environment. To this end, a threat assessment protocol (AF-P1) shall be used for responding to threats or high-risk behaviours.
Definition
A threat is an expression of intent to do harm or act out violently against someone or something. Threats may be verbal, written, drawn, sent electronically or made by gesture only and may be direct, indirect, conditional, or veiled. All threats shall be taken seriously and evaluated since threats have different levels of risk leading to varied interventions.
The Criminal Code of Canada states:
264.1 (1) Everyone commits an offence who, in any manner, knowingly utters, conveys, or causes any person to receive a threat
to cause death or bodily harm to any person;
to burn, destroy or damage real or personal property; or
to kill, poison or injure an animal or bird that is the property of any person.
DEALING WITH THREAT
Protocol
a. Principal or designate receives a report of a threat to any person.
If the concern is an Immediate Threat Situation that poses imminent and serious danger to the safety of others, the matter is one of Immediate Police Intervention and Protective School Response, NOT a threat assessment. Call 911, and activate school safety protocols (e.g. lockdown, evacuation).
b. The Principal or designate issues the student an in-school suspension.
c. Threat Assessment Team is gathered and roles are established.
d. A parent/guardian may be contacted if appropriate, and informed of
i. The in-school suspension
ii. The pending threat assessment by the School Based Threat Assessment Team
iii. The probable need for a team member to interview the parent/guardian.
e. The School Based Threat Assessment Team completes Stage 1 of the Threat Assessment Report Form (AF-E1)
f. If the threat is a high level of risk, a Stage 2 comprehensive risk assessment will be conducted which includes reporting the incident to the RCMP, Community Mental Health Services, potential victims, the Superintendent, School Counsellors and staff.
g. The Principal submits the original copy of the Threat Assessment Report (AF-E1) to the Superintendent’s Department for filing.
