Policy# 11 - Decision-Making Matrix
The Prairie Spirit School Division operates legally, ethically, prudently, and in accordance with Board policies. The Superintendent and Secretary-Treasurer, within their dually shared Senior Administrative responsibilities to the Board, provide the board with continuous reports.
Decisions made at the Board and Senior Administration level incorporate all aspects of the Prairie Spirit School Division Policy Manual, The Public Schools Act (PSA), The Safe Schools Charter of Manitoba, The Education Administration Act, and any other federal, provincial or municipal law.
The following decision-making matrix outlines the Board and Administration Authorities:
Superintendent and/or Secretary-Treasurer – has authority to decide, act and delegate
Superintendent and/or Secretary-Treasurer – has authority to decide and act and the responsibility to inform the Board
Board has the responsibility and authority to decide and act. Superintendent and/or Secretary-Treasurer recommend.
Employ staff as delegated in in the PSA (52)
Administer collective agreements
Implement Board Policy
Administrative Procedures
Supervise and evaluate staff
Approve professional development for staff requests
Plan and develop Educational systems that align with Division Priorities
Manage all matters relative to labour relations
Suspend students up to six weeks (Regulation 92/2013 (8))
Preparation and management of Divisional Operational Budget
Employee and public requests and complaints
Share information relevant to developing Divisional priorities
Update the Deployment Chart based on Divisional Priorities
Recruit and employ staff
Staff suspensions and administrative leaves
Staff transfers/reassignments
Resignations acceptance (including outside contract periods)
Divisional grant applications

School Catchment Areas
Identify Divisional Priorities
Policy development and approval
Provide direction to members of the school community on the protocol for concerns or complaints
Approve student expulsions
Engage in the process of negotiating with support staff
Non-teaching employee compensation and benefits
Approve budget and special levy
Receive and adjudicate appeals that are brought to the Board’s attention through a delegation
Receive and adjudicate appeals from delegations that were denied a request to appear before the Board
Corporate sponsorships
New programming
School calendar
Hiring and assignment of Senior Administration as outlined in the PSA (52 and 53)
Teacher terminations as outlined in the PSA (92)
Approve the Division organizational chart
Approve tenders in excess of provincial threshold as outlined in the PSA (70)
Approve over budget expenditures (including additional staffing)
Approve annual financial statements
Approve 5-Year Capital Plan
Approve acquiring, encumbering or disposing of division real property
Student Overnight Field Trips out-of-province or out-of-country
Requests to participate in ski and field trips with a planned swimming component (excluding swimming lessons)
Build community relationships by attending relevant meeting and sharing board messages
Approve the rents paid to Colonies
