Page Marker: for documenting directly on web pages. Toggle between the writing tool and the selection arrow to move and mark about a page. When you “close” page marker your annotations will delete.

Windows has built-in annotation tools via the Windows Ink Workspace. Right-click your taskbar and make sure “Show Windows Ink Workspace” button is checked. It looks like a pen with a squiggly line at the bottom right of the screen (in the system tray, next to the time.) Can write on anything in Windows. *FYI- when in presentation mode for PowerPoint there are built-in annotations where if you use a thin point stylus (newline pen or chopstick) you can annotate directly in PowerPoint and then use your hand to swipe between slides.
