This study examines the coherence of policies, curricula, and institutional arrangements governing Early Childhood Education and Development (ECED) in the Philippines, with particular emphasis on implications for pre-service teacher education in Teacher Education Institutions (TEIs). It systematically maps ECED-related mandates, policies, and programs of key government agencies and analyzes their alignment with selected pre-service ECED curricula. By identifying policy gaps, overlaps, and coordination challenges across agencies, the study aims to develop and validate a conceptual framework that strengthens inter-agency synergy in support of responsive, coherent, and high-quality ECED pre-service curricula. The project seeks to contribute research-based guidance for policy reform and curriculum development in early childhood teacher education
This study examines the relationship between teacher preparedness and student achievement in Grade 5 reading and mathematics using Philippine data from SEA-PLM 2024. Moving beyond a narrow focus on credentials (e.g., academic degrees and years of service), the study conceptualizes teacher preparedness as a multidimensional construct that includes subject-specific pedagogical knowledge, capacity for differentiated and remedial instruction, instructional confidence, and engagement in relevant professional development. This distinction is consistent with international research showing that classroom-relevant competencies, rather than credentials alone, are more strongly associated with student learning, particularly in low-performing contexts (Darling-Hammond, 2017; OECD, 2019).
