What is an EORI number?
EORI stands for “Economic Operators Registration and Identification number”.
Businesses and people wishing to trade must use the EORI number as an identification number in all customs procedures when exchanging information with Customs administrations.
Having one common type of identification number across the EU is more efficient, both for economic operators and customs authorities.
It is also more efficient for statistical purposes and security purposes.
Format of the EORI number EORI number exists in two parts:
the country code of the issuing Member State; followed by
a code or number that is unique in the Member State

Free circulation
(TFEU) stipulates free movement of Union goods throughout the European Union (EU).
This principle applies not only to goods made in the Union but also to imported goods that have been released for free circulation after payment of the import duty to which they are liable.
What is the purpose and scope of the procedure of release for free circulation?
The purpose of the release for free circulation is to fulfill all import formalities so that the goods can be sold on the Union market like any product made in the EU.
Release for free circulation thus confers on non-Union goods the status of Union goods.
Article 201 (2) of the Union Customs Code (UCC) clarifies that release for free circulation entails:
both the collection of import duty and other charges where goods are liable to them according to the Union Customs Tariff and no duty and/or tax relief is applicable
and the application of commercial policy measures (such as the presentation of an import license for goods subject to quotas) and any other formalities laid down in respect of the importation of such goods (such as the presentation of a veterinary certificate for certain animals or animal products). EUR1
The Certificate of circulation EUR1 is a supporting document of preferential origin issued by the European Union with those countries with which it has a preferential agreement.
Document EUR1 is used in trade operations:
– Morocco, Algeria, Tunisia, Egypt, Jordan, Syria, Lebanon, Israel, Serbia, Bosnia, Macedonia, and Croatia.
– EFTA countries: Norway, Switzerland, Liechtenstein, Iceland.
– ACP countries (Africa, Caribbean, and Pacific) enjoy certain preferences under the «Lome agreement«since most of them are former colonies belonging to any EU country.
– Overseas Territories (OCT): New Caledonia, French Southern, and Antarctic Territories, Wallis and Futuna.
– Other countries with which the EU has signed preferential agreements.
HOW WORKS
– Delivery time: the issue of this document is done at the time of export of goods.
– Issuing body: the European Union is the body responsible for issuance for countries with which it has preferential agreements. The authorities of the Member State or the country of export to which it relates will be responsible for issuing it.
– Presentation: The EUR-1 must be submitted accompanied by export DUA (Single Administrative Document), and must be validated by the office of departure.
– Purpose: This document must be presented to the goods eligible for the preferential tariff arrangements and therefore can benefit from reduced customs duties.
