Construction of the Pinedale Aquatic Center began in 2006 with the grand opening of the facility celebrated in February of 2008. The recreation center was designed to be a facility that served the district and the community with broader capabilities than the 'old school pool'. At the time, Sublette County School District #1 (SCSD#1) had considerable excess recapture funds as a result of the booming local natural gas industry and the resulting tax income. In November of 2004, Amendment A was voted down by Wyoming voters. The defeat of Amendment A allowed SCSD#1 to continue holding excess recapture funds until 2008, when Amendment B was enacted with legislation. In December 2004, the SCSD#1 board selected VCBO to design the Pinedale Aquatic Center. Design work took roughly one year before SCSD#1 bid the construction of the facility. SCSD#1 paid for the work from from excess recapture funds during the construction period. PAC was built on SCSD#1 property. One recreation mil was levied, and continues to be levied, by SCSD#1. A large portion of which is designated for funding of PAC operations.
A Joint Powers Agreement between Sublette County School District #1, the Town of Pinedale, and Sublette County was approved in March of 2006. A Joint Powers Board was created to oversee the governance of the center and consists of five members; one county representative, one town representative, and three SCSD#1 board members. The intent of this agreement was to invite the town and county to share in the mission of serving the community by providing input for the operation of the facility. A lease agreement between SCSD#1 and PAC outlines facility obligations and use priorities. With these parameters established, PAC has operated as its own organization separate from the school district, town, or county. PAC employees are employees of the Pinedale Aquatic Center and governed by the Joint Powers Board.

The Town of Pinedale withdrew from the Joint Powers Agreement in July 2025. As a result, Sublette County assumed a second representative seat.
