Increases ratio of apprentice to journeyman from 1:1 to 3:1
Adds two contractors to the board, nominated by ABC Louisiana and LHBA
Provides for optional fee to be dedicated to educational funding
Acknowledges programs offered through LCTCS for credited OJT hours
Acknowledges re-entry programs for credited OJT hours
Requires report to Senate Committee in 2027 of marketing data to recruit workforce, specifically minority driven marketing and resulting registration

05/29/2026 - The Conference Committee Report rejected all senate amendments and reinstated the version of the bill passed out of House which dismantles the Plumbing Board. Amendments were made, including adding a seat for a Pipe Trades appointed plumber seat on the Contractors Board.
Remaining Steps for Bill:
The bill is now sent to the Senate to vote on the conference committee report.
Scenario 1: The senate concurs, bill sent to Governor (to sign or veto).
Scenario 2: The senate rejects and it goes back to Conference Committee should they want to propose a new version.
SPECIAL NOTE ABOUT HB827 (JORDAN)
HB827 was amended on the house floor to be identical to HB953 with added language relative to the re-entry program inititiatives. The bill was involuntarily deferred during the Senate Commerce Committee hearing on 5/6/26 as the committee felt it was a duplication bill.

HB953 has passed the House in a version that dismantles the State Plumbing Board of Louisiana and now moves to the Senate for a vote on the Conference Committee Report.
Please contact your senators before Sunday at 6:00 PM and ask them to vote NO on the HB953 Conference Committee Report.
This version of HB953 is not the compromise passed by the Senate. It removes the independent regulatory board responsible for plumbing expertise, licensing, enforcement, training, education, and standards for the trade.
Our concerns are serious:
It dismantles the independent State Plumbing Board and removes the safeguard of having plumbing expertise directly overseeing plumbing regulation.
The Plumbing Sub-Committee has no final authority over matters affecting the plumbing industry, meaning decisions could ultimately be made outside of a board focused on plumbing.
The newly added plumbing representative on the Contractors Board would be nominated by the Pipe Trades Association, which does not represent the majority of the plumbing industry. This leaves independent plumbers, plumbing business owners, and merit-shop contractors without fair representation on the board regulating their profession.
The bill still contains unresolved problems, including unclear language about licensing, journeyman's abilities to run a business, apprenticeship and training, master plumber qualifications, and the authority of the Plumbing Sub-Committee.
The reduced training hours remain a major concern, especially because the bill does not create a meaningful incentive to complete an apprenticeship program or other formal training.
This bill creates uncertainty, weakens representation for independent plumbing professionals, and removes the focused oversight that protects public health, consumers, and the integrity of our trade.

Please vote NO on the HB953 Conference Committee Report. This version dismantles the State Plumbing Board, fails to provide fair representation for independent plumbers and business owners, and creates serious concerns for training, licensing, enforcement, and public safety.
