What is the Goal for English Learners?
The goal of the PHCS ELL program is to develop English language proficiency and academic skills across core subject areas and provide clear pathways to graduation and postsecondary success.
How are English Language Learners Identified?
Students entering the English Language Learner (ELL) program follow a structured process:
Complete registration with the district.
Take the Home Language Survey.
Undergo a WIDA screener assessment.
Parents/guardians receive notification of results.
An Individual Learning Plan (ILP) is created based on needs.
Annual WIDA ACCESS testing assesses progress.
Students are monitored for two years after reaching English Proficiency Level 5.
How are English Learners Tested?
Upon first enrollment to an Indiana school, students are administered the WIDA screener test to determine eligibility into the program. Once students are in the program, they are tested annually to assess their English learning progress. When students reach a level 5 composite score, they will exit the program and enter a mandatory two-year monitoring process.
What Services are Provided to English Learners?
The ELL program provides services through both push-in and pull-out instructional models. Push-in support occurs in the general education classroom to assist students with language development during content instruction. Pull-out instruction provides targeted small-group support in English language development aligned to students’ proficiency levels. Together, these services support academic achievement while promoting English language growth.
