Under section 117 of the Higher Education Act (20 U.S.C. §1011f), Portland State University is required to biannually report all gifts and contracts from or with a single foreign source with an aggregate value of $250,000 and above. These reports are lodged on behalf of Portland State University by the Director of Export Controls and Research Security.
