PSU embraces its obligation under its collective bargaining agreement with the PSU-AAUP to assist members who have received notice of layoff under an Article 22 process in finding alternate employment. Specifically, under Article 22, Section 5, of the CBA, before the effective day of layoff, the University will make good-faith efforts to place noticed employees into another instructional or non-instructional position at the University and make reasonable efforts to assist the member in finding suitable employment elsewhere.
PSU is committed to this effort and is providing this support through the Office of Academic Affairs (OAA) and Human Resources (HR) to assist employees facing layoff under Article 22. Below is information about the university's efforts in these areas as well as some additional useful information from HR on separations and the Employee Assistance Program.
Workshops: On October 14-16, Lyndi Hewitt (Senior Consultant and Coach with Summit Search Solutions) will be on site to offer both a group workshop and individual coaching sessions for PSU faculty and staff affected by the Article 22 process. The workshop will be offered during two separate time slots and will cover: practical and psychosocial support for managing career transitions; exercises to align values and professional work; job hunt tips and Q&A (academic and non-academic); cultivation of a LinkedIn presence; development of professional action plan.
1:1 Sessions (In-Person): The 1:1 sessions will offer a confidential space for customized support. Individuals may choose to participate in either the group and individual sessions, or both if desired. These will occur October 14-16.
1:1 Sessions (Virtual): Additional sessions will be offered every month between November and April.

If you have received a notice of layoff, you may be eligible for placement — a priority administrative process that places qualified, noticed employees into open university positions without requiring them to compete against external applicants.
The information provided on this webpage is only a summary of the process and highlights the key details of the placement process. Please review the complete process document for all details.
Key Eligibility & Scope
Eligible Positions: Placement applies specifically to open full-time faculty and administrative positions. Classified and part-time faculty roles are not eligible.
Minimum Qualifications: You must meet the minimum requirements for the posted role and be capable of performing its essential duties.
Recall List: Accepting or declining a placement offer does not remove you from the recall list, and you remain eligible for job search assistance and other support.
Option 1: Express Interest in a Posted Position (Primary Method)
Monitor the Portal: Set up job alerts on the HR Job Portal and monitor active listings. These step-by-step instructions can walk you through how to sign up.
Submit Request Within 10 Days: Once a position is posted, an employee has 10 business days to submit a request by email to OAA-AELR to begin the placement process. Send an email with the following:
TO: oaa--team@pdx.edu
SUBJECT: Article 22, Section 5 Placement Request
Attachments/Info: A current CV/resume. A brief statement explaining how you meet the minimum qualifications (optional).
Option 2: Proactive Resume Submission
You can submit your PDF resume/CV to oaa-aelr-team@pdx.edu with the subject line “Article 22, Section 5 Resume/CV.” OAA will review your credentials for instructional or academic professional positions prior to their posting on the HR Jobs Portal for positions in OAA only.
Note: Submitting a resume to OAA is a supplement to, not a replacement for, actively checking the HR Job Portal.
What Happens Next?
When you submit a placement request, HR screens your CV/resume. If the information you provide demonstrates that you meet the minimum qualifications, HR will schedule a "Meet and Greet" with the hiring manager to evaluate whether you can perform the essential duties of the role. HR and the hiring manager will inform you of the placement decisions, endeavoring to do so within 3 business days following the meeting.
If offered the position, you have 5 business days to accept or decline. The salary for the open position is subject to the position budget and approved salary range and all applicable HR procedures for salary consideration for the position in which the employee is placed.
To formally accept a placement, you must resign from your current position prior to your start date in the new role. You will remain on the recall list whether you accept or decline the position. Declining a placement offer will not negatively impact your consideration for future placement opportunities.
The PSU HR Offboarding & Separation webpage outlines the required steps and responsibilities for departing employees and their managers to help ensure a smooth transition for the employee. It details transition tasks, exit interview options, and manager requirements such as submitting the mandatory separation forms and turning in university property. The page also covers key financial and administrative logistics, including deadlines for final timesheets, rules for vacation payouts, sick leave policies, health care benefit end dates, and specific guidelines for student employee separations.
Available to benefits-eligible employees while your health benefits are in effect.
