LOCAL AGENCY FORMATION COMMISSION OF NAPA COUNTY
NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN BY THE LOCAL AGENCY FORMATION COMMISSION (LAFCO) OF NAPA COUNTY that on Monday, October 5, 2020, at 2:00 PM, the agency will conduct a public hearing to consider the following:
ADOPTION OF A COUNTYWIDE WATER AND WASTEWATER MUNICIPAL SERVICE REVIEW
Pursuant to California Government Code Section 56430, LAFCO of Napa County will hold a public hearing to consider adopting of a final report with determinations on 14 government agencies in Napa County that provide water and/or wastewater services as part of a Countywide Water and Wastewater Municipal Service Review. The final report will be published no later than Monday, September 14, 2020 at www.napa.lafco.ca.gov.
In response to the COVID-19 emergency and the shelter-in-place orders and consistent with the Governor’s Executive Order N-29-20, the meeting will be held as an electronic meeting. Public participation at the meeting will be available by electronic means consistent with Executive Order N-29-20. The meeting agenda, the staff report, related materials for this item, and the electronic meeting participation information will be published no later than Wednesday, September 30, 2020 at www.napa.lafco.ca.gov. Written communications should be filed prior to the date of the hearing by email to the Commission’s Clerk at KMabry@napa.lafco.ca.gov.
ALL INTERESTED PERSONS ARE INVITED TO PARTICIPATE IN THE ABOVE SPECIFIED HEARING CONSISTENT WITH THE ELECTRONIC PARTICIPATION OPTIONS FOR THE MEETING AS WILL BE MADE AVAILABLE ON THE OCTOBER 5, 2020 AGENDA AT WWW.NAPA.LAFCO.CA.GOV.

The MSR consultants and LAFCO hosted a stakeholder meeting on February 27, 2020 to solicit comments on the administrative draft report. Agencies that took part in the stakeholder meeting included the City of American Canyon, the City of Napa, the City of St. Helena, the Town of Yountville, Napa County, and Los Carneros Water District.
Policy Consulting Associates and Berkson Associates, the authors of the Report, attended the Napa LAFCO meeting on October 7, 2019 to provide brief updates on the progress of the Municipal Service Review and listen to public concerns and input related to the Report.
