The Local Agency Formation Commission (LAFCO) for the County of Los Angeles is preparing a Municipal Service Review (MSR) and Sphere of Influence (SOI) Update for the cities of Agoura Hills, Calabasas, Hidden Hills, and Westlake Village.
What is an MSR?
An MSR (Municipal Service Review) is an analysis conducted by LAFCO documenting and analyzing the services of a particular city (or cities) or special district (or districts), and/or a particular geographic region, and/or a particular service (i.e. retail water or sanitation services). This MSR will assess these four cities' current service levels, the probable need for services in the future, and the cities' ability to provide those services. An MSR is a precursor to updating and reviewing an agency's SOI (sphere of influence).
The work on the MSR has just begun and a draft will not be available for several months (see below).
What is an SOI?
An SOI (sphere of influence) is a plan for the probable physical boundaries and services area of a local agency, as determined by the Commission (LAFCO). A good way of thinking about an SOI is that it is the "probable" boundary of a city or district, and one can presume that the involved agency will, at some point in time, annex all territory in an SOI into its jurisdictional boundaries. An SOI can be larger than an agency's boundaries, coterminous to an agency's boundaries, or a zero sphere of influence, as defined by the Commission's SOI policy. Current SOIs for the Cities of Agoura Hills, Calabasas, Hidden Hills, and Westlake Village
The existing SOIs for the City of Agoura Hills, the City of Calabasas, and the City of Westlake Village are "Coterminous" SOIs, which means that the SOI boundary and the city boundary are the same. For these three cities, any proposed annexation into the city would require a sphere amendment concurrent to, or prior to, an annexation. The existing SOI for the City of Hidden Hills is a "Larger than" SOI, which extends to include substantial County unincorporated territory (currently outside the city's jurisdictional boundary) within its SOI.

LAFCO has retained a consultant, Policy Consulting Associates (PCA), to prepare the draft MSR and recommend changes (if any) to the SOIs for each of the four cities. LAFCO and PCA anticipate that a copy of the draft MSR/SOI Update will be available for public review in July of 2020. LAFCO and PCA anticipate that the Commission (LAFCO) will consider the draft MSR and SOI Update at its meeting on September 9, 2020.
Public Comment/Input
There are several opportunities for interested stakeholders and the general public to provide input/comment to PCA and LAFCO:
Website: This website will be used as a portal for the public. During the preparation of this MSR/SOI Update, LAFCO has asked PCA to solicit input from interested stakeholders (landowners, registered voters, city representatives, county representatives, chambers of commerce, homeowner associations) and the general public. Specifically, PCA and LAFCO would like input concerning the following:
Do you think the existing SOIs for the four cities are appropriate, or should they be changed?
If you think an existing SOI should be changed, what specific changes would you recommend that PCA and LAFCO consider?
Questions/concerns about anything presented in the draft MSR.
Support or opposition concerning the proposed SOIs for the Cities of Agoura Hills, Calabasas, Hidden Hills, and Westlake Village.
City Council Meetings: PCA intends to request that each City Council agendize an item for PCA to make a presentation concerning its draft MSR and SOI Update recommendations (if any). PCA presentations will take place as follows:
Agoura Hills - July 22, 2020 at 6pm
Hidden Hills - July 27, 2020 at 6:30pm
Calabasas - August 12, 2020 at 7:30pm
Commission (LAFCO) Meeting: LAFCO is required to provide public notice at least 21 days prior to its consideration of the draft MSR and SOI Update. LAFCO and PCA anticipate that the Commission (LAFCO) will consider the draft MSR and SOI Update at its meeting on September 9, 2020 (exact scheduling to be determined).
