Communication Plan

The Communication Plan is a required part of the IEP process for students who are deaf/hard of hearing or deafblind. It should be completed at the beginning of the IEP meeting. The revised format asks for data to support answers and for input from all the members of the team: the student, the family, and the professionals.

Timelines are extremely important for the delivery of special education services. According to Pennsylvania law, Chapter 14 Special Education Services and Programs and Federal Regulations Part 300, Individuals with Disabilities Education Act (IDEA), special education services must be delivered within these mandatory timelines.

This guide is not a legal document but was developed to give parents and educators in Pennsylvania an understanding of the language of special education so they can more easily participate in educational decision-making. 

This brochure provides a summary of the rights of parents of children who receive or who may be eligible for special education under the Individuals with Disabilities Education Act (IDEA). The Procedural Safeguards Notice provides a  more detailed explanation of those rights.

In the world of education, acronyms, which are groups of letters, are used to abbreviate many titles and programs. This resource has a list of many of the most frequently used acronyms, in ABC order, to help in understanding special education terms. 

This booklet has been written to provide information and explain the rules so parents will feel comfortable and can better participate in the educational decision-making process for their child. 



It is the responsibility of the school to engage families, but it can be unclear how to do this.  This document will explore how schools can reframe the IEP process and take active steps to include families as educational partners.
