IRS has put out resources to help folks understand the registration process, including an overview for local governments, FAQs and a pre-filing registration user guide.
World Resources Institute created an Inflation Reduction Act Roadmap for Cities and also coordinates trainings and technical assistance on elective pay and IRA implementation for local governments.
Lawyers for Good Government (L4GG) provides extensive information, fact sheets, and worksheets on their Elective Pay and IRA Tax Incentives Resources page that can help you plan and prepare for elective pay filing. L4GG also provides an ability to ask a legal question of its large expert attorney network and publishes all previous answers. Use L4GG’s Clean Energy Tax Navigator and new guidance brief to draft RFPs for Projects Claiming IRA Credits.
The Government Finance Officers Association (GFOA) aggregates information on finance-oriented questions including portal submissions; timing of IRS, financial statement and audit processes; financial statement recognition of credits, and strategic financial planning. GFOA has best practices and IRA implementation resources for states, localities and instrumentalities that you may find helpful in planning.
Electrification Coalition provides technical assistance and resources for vehicle elective pay credits.
The Michigan Home Energy Rebates program (MiHER) consists of two programs: the Home Efficiency Rebates (HOMES, IRA Section 50121) and the Home Electrification and Appliance Rebates (HEAR, IRA Section 50122).
The Home Efficiency Rebates will provide funding to lower the upfront cost of whole-home energy efficiency upgrades in primary homes and apartments, aiding retrofitting and electrification efforts. The Home Electrification and Appliance Rebates will provide funding to lower the cost of efficient electric technologies in single-family and multifamily homes.
Michigan received $210 million for MiHER. Of this, $105.7 million is allocated for the HOMES and $105.3 million is allocated for HEAR.

Prequalified contractors will gain access to offer rebates to qualified households for energy efficiency and electrification improvements

WHAT IT FUNDS
Help reduce energy burdens experienced by low-income households by delivering a benefit (directly or indirectly) equivalent to, at a minimum, an annual average 20% electricity bill reduction from implementation of MI Solar for All program investments (solar, storage, and enabling upgrades) and evaluate the impacts of the benefits provided to participating low-income households. The benefits provided to program beneficiaries must be inclusive of any costs they incur to participate in MI Solar for All program offerings.
Increase access to wealth building opportunities and solar ownership by helping to address ownership barriers through different financial strategies and other program assistance.
Install new renewable energy generation and energy storage to help Michigan reduce carbon emissions and increase energy resiliency.
Seek partnerships and additional funding sources to expand the program’s impact and reach through activities like stacking and braiding of resources and integrating with complementary programs.
Reduce potential risks to program investment performance by developing plans to ensure quality control of assets funded by MI Solar for All and promoting adoption of best practices and industry standards for quality installations as well as operations and maintenance of program funded assets.
Support high-quality, high-wage careers through workforce training and industry development investments in program related areas and create opportunities for low-income individuals.
Develop flexible community assistance and educational opportunities to support Michigan communities to address needs pertinent to MI Solar for All success.
EPN staff can help you apply for $75,000-$350,000 through the Environmental Justice Thriving Communities Grantmakers (Grantmakers) Program via their step-by-step Application Guide, including: information on regional Grantmakers opportunities, a Budgets for Beginners Worksheet and Presentation, information on projects that do and don't trigger a Quality Assurance Project Plan, and more!
