- 1) the proposed initiative is filed with and reviewed by the state
- 2) the proposed initiative is circulated to obtain the required number of signatures of registered voters
- 3) the proposed initiative is verified and placed on the ballot.
A REFERENDUM is the submission of a proposed public measure or actual statute to a direct popular vote. A REFERENDUM allows the people to have more influence on the decision-making process.

The SIXTEENTH (16th) AMENDMENT resulted in the creation of a federal income tax which was used to raise revenue for government programs and reduce reliance on tariffs.

It gave rise to the creation of a widespread black market for alcohol and caused the rise of organized crime groups established to illegally supply alcohol. Clandestine taverns/bars known as speakeasies were established and federal agents worked extensively to fight against organized crime associated with the prohibited distribution of alcohol. Crime rates rose and the Eighteenth Amendment was eventually repealed with the Twenty-first Amendment
