Once you have a list of schools that match your criteria, you should be researching them. Check out their webpages, attend virtual programs and if possible, visit the college campus. If you visit campus, attend a official tour. It will help demonstrate interest in the college and sometimes the schools will give you a code for a free application. You should come into your senior year with a list of 6-8 schools that you want to apply to.
