Assistant Chief Rocky Marquez was born and raised in the City of Oxnard. He attended Sunkist Elementary School, E.O. Green Junior High School and graduated from Hueneme High School. Before beginning his career in law enforcement, he worked for the City of Oxnard Recreation Department at the Durley Park Recreation Center and the Oxnard Police Activities League.
Rocky began his career with the Oxnard Police Department in 2002. He worked as a patrol officer and spent eight years with the Special Enforcement Unit/SWAT before his promotion to Senior Officer. As a Senior Officer, he worked as a Beat Coordinator and Property Crimes Detective, investigating arson, auto theft, and burglary. Rocky was promoted to the rank of Sergeant in 2016. As a Sergeant, he served as a Patrol Sergeant, Neighborhood Policing Team Sergeant, Patrol Support/Traffic Unit Sergeant, Explorer Program Sergeant, and Unmanned Aerial Systems Unit Sergeant.
In 2022, Rocky was promoted to Commander and served as a patrol watch commander, overseeing the South District. In 2023, he was selected as the Investigative Services Bureau Commander, overseeing the Major Crimes Unit, Violent Crimes Unit, Drug Enforcement Unit, Family Protection Unit, Property Crimes Unit, and Crime Analysis Unit. He also managed the Unmanned Aerial Systems Unit, the Technology Committee, and the Oxnard Police Explorers Post.
In 2025, Rocky was promoted to Assistant Police Chief. He currently leads the field services bureau.
Rocky holds a Bachelor's Degree in Criminal Justice, a Master's Degree in Organizational Leadership, and is pursuing a Master's Degree in Public Safety Management from the University of Virginia. He is a graduate of the FBI National Academy (Session #292), the Sherman Block Supervisory Leadership Institute (Class #456), POST Management School, and the POST Executive Development Course. Rocky has served as the President of the Board of Directors of the Oxnard Police Explorer non-profit organization since 2016 and is a member of the executive board of the Oxnard Public Safety Managers' Association (OPSMA).
