Neighborhood policing team

The purpose of the Neighborhood Policing Team (NPT) is to serve as a progressive policing unit. NPT strategies focus on reducing crime, improving traffic safety, strengthening community partnerships, and increasing neighborhood problem-solving. The NPT uses crime prevention strategies that look for root causes to problems that contribute to crime and disorder.

Oxnard has ten (10) policing beats, within four (4) districts (North, South, East, and West). In addition, there are two special districts; River Park District and Central Business District. Each district has a District Coordinator assigned to it.

The NPT consists of six (6) Senior Police Officer District Coordinators and one (1) Sergeant. Each District Coordinator is detached from regular patrol duties such as responding to calls for service. The primary function of the District Coordinator is to coordinate long term problem-solving efforts to address issues related to crime, traffic, and quality of life within their assigned district. District Coordinators work closely with beat officers, other Department units, other City departments, and outside agencies. District Coordinators also take a lead role in community engagement with our residents.

The NPT Sergeant supervises the District Coordinators in their citywide problem-solving efforts. This is accomplished by defining priorities and providing direction to district teams and other Department units as necessary. The NPT Sergeant also works with other City departments, outside agencies, community groups, and residents.

The NPT structure affords the District Coordinators the opportunity to utilize comprehensive problem solving strategies, such as Crime Prevention Through Environmental Design (“CPTED”). Successfully utilizing CPTED strategies results in mitigating a location’s appeal for criminals to commit crimes or engage in nuisance/vagrant activity.
