The purpose of the Early Literacy Remediation Plan is to outline the components of our literacy framework that ensures equitable, multilevel systems of supports in literacy. Owen-Withee School District has a systematic process to identify students who may need additional supports, a comprehensive assessment system to identify students' areas of strength and need, a layered support system to offer different levels of intervention based on need, a robust data collection system to analyze the effectiveness of our programming, and a collaborative problem-solving process that includes multiple stakeholders in ensuring success for every student.
Mission- It is the mission of Owen-Withee School District to ensure success for every student every day. Our mission as it relates to literacy is to ensure that our students can read and analyze grade-level text and go on to lead full, literate lives.

In partnership with all stakeholders, and through leadership that supports the development of effective teachers, Owen-Withee Elementary School ensures all students will learn to read proficiently so they can lead literate lives.
Owen-Withee Elementary's Comprehensive Curriculum provides instruction in phonemic awareness, phonics, fluency, comprehension, vocabulary, and writing.
Owen-Withee Elementary's Assessment System identifies students at risk of learning difficulties, clarifies their instructional needs, guides their instruction, and measures the success of the program.
Owen-Withee staff uses our assessment system to identify the needs of every student below the 25th percentile in order to match them with an intervention that is effective.
Owen-Withee teachers communicate curricular schedules and assessment results to build partnerships between home and school.
