OUESD’s vision of educator preparation is to cultivate a community of highly skilled, passionate, and diverse educators, counselors, and leaders who are committed to enhancing student success, promoting educational equity, and leading with integrity. OUESD envisions a future where all educators—teachers, administrators, counselors, and other school leaders—are continuously supported and empowered through job-embedded coaching and mentorship to drive positive change in the educational experiences of all students. Our Teacher Residency, Counselor Residency, Teacher Intern programs, and Induction Programs all play a key role in providing alternative pathways and essential support to prepare the next generation of educators. By creating apprenticeship opportunities for both teachers and school leaders, OUESD strives to ensure that all educators are prepared to lead and innovate within their classrooms and schools, meeting the diverse needs of TK-12 students. Through these programs, OUESD is committed to building a strong and sustainable pipeline of effective educators who are passionate advocates for lifelong learning, social justice, and leadership in education.
The mission of OUESD’s educator preparation programs is to provide comprehensive, job-embedded support to new teachers, administrators, counselors, and leaders, fostering their professional growth and ensuring they meet the highest standards of practice. Through individualized mentorship, coaching, and continuous professional development, we aim to prepare educators who are equipped to create equitable, inclusive, and student-centered learning environments. In partnership with institutions such as Teachers College of San Joaquin (TCSJ), UMass Global, and others, we offer alternative pathways into the profession through our Teacher Residency, Counselor Residency, and Teacher Intern programs. Additionally, OUESD’s Teacher and Administrator Induction Programs provide the ongoing support needed for teachers and administrators to transition from preliminary credentials to clear credentials. We are also dedicated to building apprenticeship models that support both teachers and school leaders in their ongoing development, creating a sustainable pipeline for long-term success and leadership in education.
Oakley Union Elementary School District (OUESD) is a dynamic, growing TK–8 district located in eastern Contra Costa County, serving approximately 5,000 students across nine schools—seven elementary schools and two middle schools. OUESD is recognized for its commitment to equity, innovation, and high-quality instruction, ensuring that all students have access to rigorous academic opportunities, social-emotional supports, and a safe, inclusive learning environment.
The district’s diverse student population includes a wide range of cultural, linguistic, and socioeconomic backgrounds, as well as students with disabilities, English learners, and students identified for GATE services. This diversity enriches the learning community and drives OUESD’s dedication to culturally responsive practices and inclusive instructional models.
OUESD is guided by a vision of preparing all students for success in high school, college, career, and life through high expectations, collaborative relationships, and continuous improvement. The district implements research-based initiatives such as Multi-Tiered System of Supports (MTSS), Universal Design for Learning (UDL), and data-driven decision-making to support both academic achievement and social-emotional well-being.
With the district office providing operational and professional development spaces, and a robust digital infrastructure—including Google Workspace for Education—OUESD is well-equipped to support educators through high-quality professional learning and induction programs. The district’s strong partnerships with families, community organizations, and higher education institutions further strengthen its ability to attract, develop, and retain exceptional educators who are committed to student success.
