Prof. P. Chandra Sekhar Paidimarry is a distinguished academician, researcher, and administrator with over three decades of professional experience spanning industry, research, and higher education. He currently serves as Principal, University College of Engineering (UCE), Osmania University, Hyderabad.
He earned his Ph.D. from Osmania University (2009) for his pioneering work on Modeling and Estimation of VLSI Interconnect Crosstalk Noise, and completed a Post-Doctoral Fellowship at Shizuoka University, Japan, where he developed advanced simulation techniques for studying electromagnetic effects in VLSI circuits. Earlier, he worked as an R&D Engineer at Digisun Electronic Systems, Hyderabad (1991–1999), leading the design of embedded and industrial control systems.
Prof. Chandra Sekhar has held several key academic and administrative roles including Vice-Principal (2022–2024), Director of Evaluation (2020–2022), and Head, Department of ECE (2012–2014 & 2016–2018). He also serves as Convener, Telangana State ECET (2023–2025) and contributes to national research bodies like RCI, DRDL, C-DAC, and ISRO as an expert and advisor.
A prolific researcher, he has led funded projects exceeding ₹300 lakhs from national agencies and industries. His ISRO RESPOND project (2025–2028) on “Feasibility of Polar CODEC for Satellite Navigation Systems” aims to strengthen India’s GNSS capabilities. Under MeitY’s Chips-to-Startup (C2S) Programme (2023–2028), his team is developing a “Silicon-Proven IP Core for High-Resolution ADPLL”. Hon'ble Prime Minsiter has launched the fabricated Made in IC during SemiCon 2025. He also leads an industry-collaborative project with MathWorks India Pvt. Ltd. (2023–2025) on “GNSS Waveform Generators and Receiver Algorithms”, integrating AI-driven waveform modeling.
His earlier research under UGC, CSIR, DRDO (RCI, DLRL) includes FPGA-based GNSS receivers, anti-jamming systems, and multilateration surveillance. His interdisciplinary work extends to AI-driven healthcare devices (BIRAC SPARSH) and agriculture automation with FRAZEN Technologies.
Prof. Chandra Sekhar has guided 18 Ph.D. scholars and continues to mentor researchers in machine-learning hardware accelerators, low-power ADPLL architectures, and smart vision systems on SoC. His work has resulted in several Indian patents (2021–2025) and 60+ publications in leading IEEE, Springer, Elsevier, and CSIR journals.

He is a Fellow of the Institution of Engineers (India), Fellow of the Telangana Academy of Sciences, Senior Member of IEEE, and Life Member of IETE.
At Osmania University, he established state-of-the-art laboratories, including the VLSI & Embedded System Design Lab and the C.V. Raman Heterogeneous Computing Lab (in collaboration with AMD India and Xilinx Inc.). He has also introduced advanced PG courses on ASIC Verification, OpenCL Programming, and Hardware Accelerators for AI and ML.
Through his sustained contributions to teaching, research leadership, and academic governance, Prof. P. Chandra Sekhar Paidimarry continues to play a pivotal role in advancing India’s expertise in microelectronics, semiconductor technology, and intelligent embedded systems.
