This glossary provides definitions of key terms, phrases, and acronyms commonly used in land use and planning in Utah. It is designed to help planning commissioners understand essential concepts and terminology relevant to their role. It is divided into topical categories.
CDBG - Community Development Block Grants
A US Department of Housing and Urban Development (HUD) program providing local governments with funding to support housing, infrastructure, and community development projects, especially in low- and moderate-income areas.
HUD - The United States Department of Housing and Urban Development
A federal agency responsible for national policies and programs that address America's housing needs, improve and develop communities, and enforce fair housing laws.
Appeal Authority
A person, board, commission, agency, or other body designated by ordinance to decide an appeal of a decision of a land use application or a variance. In Orem City, the city council authorized the board of adjustment to act as the appeal authority.
Land Use Application
An application required by a municipality's land use ordinance.
Land Use Ordinance
A planning, zoning, development, or subdivision ordinance of the municipality, but does not include the general plan.
Land Use Authority
A person, board, commission, agency, or other body designated by the local legislative body to act upon a land use application. In Orem City, the city council authorized the planning commission to act as the land use authority.
