COURSE DESCRIPTION
This course is OKASBO’s third level course of the School Business Academy. The course is designed to provide participants with an overview of the statutes, policies and best practices of human resources and payroll for Oklahoma public schools.
INSTRUCTOR(S)
The course is offered by OKASBO. Instructors for each section of the course will vary.
PREREQUISTES
Successful completion of the Level I and Level II courses
Employed by a public school in Oklahoma
Desire to learn about Oklahoma school business.
Be able to perform basic math calculations.
Possess good communication skills and have a willingness to participate and collaborate in small groups with other attendees.
COURSE SCHEDULE
In-person class
4 days (24-28 class hours)
2 consecutive days in the summer/fall; 2 days in the winter/spring
Approximately 7 hours per day
OBJECTIVES
Upon successful completion of the course, the participant should have a working knowledge and understanding and/or be able to do the following.
School Employee Classifications
Grasp and understand the various classifications for Oklahoma public school employees.
Recruiting, Hiring, & Maintaining Certified Staff
Understand the components and concepts in recruiting, hiring, personnel contracts and due process for certified staff.
Recruiting, Hiring & Maintaining Administrative & Non-certified Staff
Understand the components and concepts in recruiting, hiring, personnel contracts and due process for non-certified staff and administrators.
Understand and collaborate on the importance of developing and implementing recruiting strategies.
Labor & Human Resource Related Laws and Regulations
Learn and understand the labor laws (federal and state), e.g., FMLA, FLSA, ADA, EEO, civil rights, etc.
Superintendent Contracts
Understand the requirements for Oklahoma public school superintendent contracts and relative implications in not exceeding administrative costs.
Personnel Reporting Requirements
Learn and understand Oklahoma State Department of Education personnel reporting requirements.
Employee Performance & Due Process
Understand the requirements and best practices for conducting certified and non-certified evaluations.
Understand and collaborate on policies, practices, and processes for dealing with employee performance issues and legal due process requirements.
Collective Bargaining
Understand the statutory provisions governing collective bargaining in Oklahoma.
Discuss and understand methods for effective meetings and negotiations with collective bargaining organizations.
Oklahoma Teachers Retirement
Understand the requirements and benefits of the Oklahoma Teachers Retirement Systems including employee and school district contribution requirements.
403(b) & 457 Plan Requirements
Understand the requirements, and the school district’s role and responsibility in offering 403b and 457 programs.
Employee Health Insurance & Flex Benefit Allowance
Understand employee health insurance and the flex benefit allowance funding.
Interviewing Do’s, Don’ts & Best Practices
Understand interviewing do’s (best practices) and don’ts (illegal or risky).
Explore methods and best practices for effective interviews.
Payroll
Understand payroll, processing, payroll encumbrances, employee withholdings, OTRS contributions, pay cycles, overtime and compensatory time concepts.
Employee Training
Explore organization culture, onboarding best practices, and Oklahoma statutory employee training requirements.
REQUIRED TEXT
Materials, presentations, and handouts will be provided by speakers.
Access to the Internet. Wi-Fi will be provided in class.
Participants should bring a tablet or laptop with Wi-Fi capability.
SUCCESSFUL COMPLETION
In-person attendance is required for this course. For successful completion of the course, participants must be present in-class, each day, for at least 90% of the class time.
Participants must pass a competency assessment at the end of each two-day session (passing is at least 70% correct)
CERTIFICATION
Upon successful completion (attendance & competency assessment), the participant will be awarded the designated core certificate for the class.
This course is required for obtaining the Oklahoma ASBO Certified School Business Specialist, Certified School Business Official, and Certified School Business Administrator Certifications.
