Orange Grove Charter School is accepting bids from licensed contractors for the demolition and removal of all structures on two adjoining properties. Demolition to include two brick houses, a block garage, a block church and surrounding school building, and a pole shed/barn. Buildings are a combination of wood, steel, block, brick and siding. Demolition to include all costs for removal and disposal fees.

Project Location: 2508 Ashley River Road, Charleston SC, 29414 (Church, House, Barn, Garage) and 2520 Ashley River Road (2nd House)

All bids must be submitted in a sealed envelope and delivered to 1225 Orange Branch Road, Charleston, SC 29407 by 2pm on February 14, 2022. No bids will be accepted after 2pm on February 14. Any bids arriving after that time will be returned unopened.
Two copies of the bid submissions should be included. Bids must include a schedule of values for each category listed below and include a total project amount.
Specifications:
· Demolition and removal of Church and adjoining school property.
· Demolition and removal of house, garage, and shed.
· Demolition and removal of house located at 2520 Ashley River Road.
· Demolition and removal of sidewalks and drives.
· Demolition and removal of asphalt parking lot.
· Any and all asbestos removal and disposal.
· Grading of cleared properties.
· Hydroseeding
Bid submissions must also include a proposed start date and estimated number of days to complete the project.

Per State laws, DHEC does not allow for contractors to hire the air monitoring due to conflict of interest. Would you be able to hire them? (OGCS will hire any required special inspectors. Please note this owner requirement along with design as part of your proposal)
How can the bidder include SWPPP (design, permits, licenses, per local, state, federal and county code/requirements) if we have no idea what will be required? (We anticipate that this is a Design/Build contract. If a design is required, it is up to the contractor to determine if a design is required and procure required design as part bid proposal)
I noticed the docs say to include items E and F, our bid documents only go through D (There are only Attachments A, B, C, and D. The Bid Form has been updated with the correct Attachment list found in section IV. Information for Offerors to Submit on page 12. You can find the updated text in the image below or on the updated Bid Form above. Sorry for any confusion this may have caused.)
Will you be accepting bids from GC’s only or are you allowing demolition companies to bid direct on this project? (Due to the owners not being readily available to answer questions, be on site, pull permits, or hire subs, a licensed and bonded general or commercial contractor will be given greater consideration when bids are reviewed.)
Will water be available on-site? (Water is available on site; General Contractor to coordinate with owner to obtain access and volume of water.)
Is Builder's Risk Insurance required for this project? Solicitation #22-001 (Yes, it is required)
Who is taking care of Project design and air monitoring for abatement scope of work? Owner or GC? (General Contractor)
Is there any specs. on silt fencing from question at site visit? ? (General Contractor to ensure fencing meets regulatory requirements)
What about specs for SWPPP for SCDHEC requirements. The parking lot of church alone is over 1 acre. Is GC responsible or is owner providing? Site is approx. .4 mile from Ashley River. (General Contractor to provide all design, permits, licenses, per local, state, federal and county code/requirements)
Topographic maps? Ties in with above question. (A site survey was conducted before property was purchased – date TBD. Is it possible to extend bid date? If the site needs a SWPPP this will require some time to procure. (Contractor is responsible for coordinating this after award. Contract duration can be adjusted to allow for this.)
Working hours? (Site is adjacent to residential areas so normal business hours, 7:30 am – 5:30 pm apply)

(a)It shall be unlawful for any person to use or cause the use of any mechanical equipment or tool operated by fuel or electric power in the building, construction, repair, renovation, or demolition operations, including, but not limited to, pile drivers, excavators, backhoes, pneumatic hammers, derricks, cranes, steam or electric hoists, the use of which causes loud and repetitive noises in the city other than between the hours of 7:00 a.m. and 7:00 p.m. weekdays and 9:00 a.m. and 7:00 p.m. on Saturdays. No such construction operations which cause loud and repetitive noises shall occur on Sundays or on the following city holidays: New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, and Christmas Day.
Hydro seeding requirements? (Hydro seeding after demolition is required for site stabilization, contractor to provide appropriate grass seed mix for local soil/site conditions and provide seed stabilization until grass is established.)

Is the chain link fence to be removed around the exterior boundary around the pole barn? (No. Existing perimeter fencing can remain.)
Will silt fence be required around the sites? (Yes, should be in bid.)
After removing the asphalt do you want the base removed before hauling in dirt and hydroseeding? (No. Dirt and seeding.)
Will there be any tree/shrub removal required? (As necessary to demo, but otherwise no.)
As far as the grading is concerned, do you want to backfill the areas where the slabs were? I'm assuming you want the grade brought up to match the surrounding grades, correct? (To surrounding grade for proper drainage. Specs are also included in bid form.)
Location of asbestos in the house at 2508? (If it is not listed in the asbestos report (link to report), please contact Craig Langford directly with Terracon with questions.)
