Note: As a professional, it is your responsibility to obtain necessary requirements for licensure. Requirements vary from state to state and are subject to change. For licensing information outside the Tri-state area, please search online for the state’s licensing jurisdiction website. Contacting the state’s licensing jurisdiction directly is the most accurate route to ensure requirements are being met. A tip to verify accurate state sites is to compare to the state’s National Association of Social Workers Chapter’s webpage, which generally has licensing information.

Do I need a license to practice social work?
Licensure requirements vary among states and are determined by your state’s licensing board or agency. In some states, you don’t need a license to work as a social worker in a limited capacity. However, there may be restrictions on your scope of practice, and you might not be able to professionally identify yourself as a social worker. Moreover, certain fields of practice may require a license for employment.
Is the process of getting licensed the same in every state?
The licensing requirements and the process of obtaining licensure varies for each state. It is your responsibility to look at the licensing jurisdiction in the state you plan to be licensed.
If I have a license in one state, can I practice in another state?
You must apply for licensure in each state where you plan to work. You can have more than one license in multiple states. You will have to pay additional fees to maintain licensure in more than one state.
Can I transfer my license if I move to another state?
Licenses do not transfer. You will have to apply and fulfill the specific requirements for the state you plan to practice in. However, you do not need to take the exam again as exam scores can be transferred.
If I want to be licensed in a state, do I have to sit for the exam in that state?
You can sit for the exam in any state where it is being offered. You are not required to take the exam in the state where you’re seeking licensure.
Do I need to study for the ASWB exam since all the exam content is in the curriculum?
Although the content is covered in the curriculum, you will still need to study for the exam and understand the test design, along with test taking strategies.

To qualify as a Licensed Master Social Worker (LMSW) in New York:
Have a masters of social work degree from an accredited school of social work,
Complete coursework or training in the identification and reporting of child abuse in accordance with Section 6507(3)(a) of the Education Law, which is a part of the curriculum at NYU Silver.
Have good moral character (which is in relation to criminal record), and
Pass the ASWB (Association of Social Work Boards) Masters level (Advanced) examination.
Process Summary
Submit application (Form 1) for licensure and pay $294 application fee; can do so as early once your grades from the Fall have been submitted

What is the earliest I can submit my Application (Form 1) to New York State?
You can submit your Application (Form 1) as early as once your grades from the Fall have been submitted, although we recommend that you wait until the start of your final semester to submit your Application (Form 1) in case there are delays with grading.
Tip: You can request an unofficial transcript to ensure that your grades have been submitted and are reflected on your transcript before submitting your application.

Step 2. No Action Needed: Certification of Graduation from MSW Program Form 20
When you have graduated, NYU Registrar – Academic Records will verify your degree once it is posted and will forward FORM 20 to the New York State Education Department on your behalf free of charge. No action is needed on your part and you do not need to reach out to the registrar.
Note: Form 2 is no longer needed for NYU students who graduated in 2020 or later.
If you are a dual degree student: Please note that neither degree will be conferred until the requirements for both are fulfilled. Therefore, you must complete requirements for both degrees in order for your degree to be conferred and to have your education verified in order to take the licensure exam.

Complete Section I: Applicant Information on Form 2 (Certification of Professional Education)
Send Form 2 to certifications@nyu.edu once you've filled out your portion, NYU Registrar completes the remaining fields.
The New York State Education Department must approve your education and all application materials. They then notify the Association of Social Work Boards (ASWB) when you have satisfied the examination eligibility requirements (4-6 weeks).
Step 3: For Advanced Standing and Transfer students ONLY: Complete Identifying and Reporting Child Abuse and Maltreatment: Mandated Reporter Training
Confirm if you received this content in your undergraduate program or graduate program from which you transferred. Note: If you received your BS degree from NYU Silver, you received this content and no action is needed.
The training is offered for free and can be taken online for New York State.
The certificate should be kept for your records only and does not need to be submitted. You would still note you graduated from a NYS registered program on the application.
All other MSW students have received this content in Practice I-II, no action needed on their part.
Education Verification FAQs
Do I need to submit a document showing a certificate in the identification and reporting of child abuse?
For NY licensure you do not need to submit any documentation to show you are certified in the identification and reporting of child abuse. All NYU MSW students cover this content in Practice I-II. For Advanced Standing and Transfer students you need to complete the FREE online “Identifying and Reporting Child Abuse and Maltreatment: Mandated Reporter Training”. You also do not need to submit documentation to show you have completed the certification, but keep the certificate for your records.
Note: If you received your BS degree from NYU Silver, you received this content and no action is needed.
When will the university send my Form 20 to the State?
Generally, the university will send Form 20 anywhere from 4-6 weeks after graduation.
Step 4: Register for and take the Exam
Wait for notification from New York State Education Department that you have satisfied the examination eligibility requirements (4-6 weeks)
Pay exam fee ($230) and notify them about any approved accommodations.
You will receive an authorization email which will contain your Authorization Number, the exam category for which you are registered, the jurisdiction your score will be sent to, and information on how to make an appointment to take the examination. Bring this information with you to the testing site.
Schedule your exam appointment directly with PSI online. Follow the directions on your Authorization letter and keep all information about your appointment.
NOTE: ASWB will return to Pearson VUE for examination administration and development beginning in March 2025. The last day to schedule an appointment with PSI is March 14. To facilitate the change in testing administration, there will be a two-week pause in testing between March 16 and March 30. First day of testing at Pearson VUE test centers will be March 31, 2025. All exam registrations will automatically be moved to Pearson VUE for registered candidates who did not test with PSI before March 15.
Take 2 valid forms of ID to the testing site. One must be a valid, non-expired, government-issued ID with photo and signature. The other must be valid and non-expired with your signature. Without these, you cannot take the exam and your fees will be forfeited.
The test contains 170 items (150 scored; 20 questions that are being pre-tested as possible future exam questions.) It is a computer based examination for which you will have a 4-hour test window. Review exam materials provided by ASWB. Notification of pass/fail & equated score is provided to you at the end of the exam. There is a 90-day waiting period to retake the exam.

When can I take the LMSW exam for New York?
You must wait until after you complete the MSW program. The New York State Education Department must approve your education and all application materials, and then they will notify ASWB when you have satisfied the examination eligibility requirements. Generally, this takes 4-6 weeks.
Can I request accommodations for the ASWB exam?
You must request and receive approval for nonstandard testing arrangements before you register with ASWB to take the exam. ASWB requires that you request and receive approval for nonstandard testing arrangements in advance, so the test center is prepared and your testing experience goes smoothly, without compromising exam security. Nonstandard testing arrangements cannot be added to an existing testing appointment. Read more about how to request nonstandard testing arrangements on the ASWB website.
What happens if I fail the exam?
If you fail the exam, you must wait 90 days to retake the exam. You must also pay the $230 exam fee each time you take the exam.
Congratulations! You will receive your license information by mail in no more than a couple weeks from the date of passing your exam.
Find the status of your license application by checking our online license verifications; your name will be added immediately when your license number is issued:

Search by entering your last name, then your first name, with a space in between (not a comma)
The Office of Professions cannot provide the status of a licensure application by phone. After you have submitted all your documentation, please allow 6 weeks before submitting a Contact Us Form to request a status update. Contacting them earlier may extend processing times for applications. During busy times, this time frame may increase.
If you need to, you may request to have ASWB send your exam results to another state or province. After you’ve applied for a license in the new state or province, simply order a score transfer from ASWB. They will forward your exam results directly to the new licensing board. Score transfers cost US$40.
What is the limited permit?
A limited permit allows an individual who has met all requirements for licensure as an LMSW except the licensing examination to practice as an LMSW provided that the individual is under the general supervision of an LMSW or a Licensed Clinical Social Worker (LCSW). The proposed supervisor must include a copy of his/her license with the Application for Limited Permit (Form 5).
To be eligible for a limited permit, you must:
submit an application (Form 1) and fee for licensure and first registration ($294);
have your school verify completion of the MSW degree (Form 20 - sent automatically by Registrar);
submit proof of completion of coursework or training in the identification and reporting of child abuse offered by a New York State approved provider; and
be at least 21 years of age and be of good moral character as determined by the Department.

How long is the limited permit valid?
The limited permit is valid for one year and is not renewable.
How long does it take to get a limited permit?
Because you are not required to take the exam for the limited permit, you generally receive the limited permit quicker than a license. After your degree is conferred and your education is verified by the state, it should take no more than a couple weeks for your application to be processed and to receive your permit.
What is a Licensed Master of Social Work (LMSW)?

LMSWs work with: Individuals. Couples, Families, Groups, Communities, Organizations and Society
LMSWs provide all forms of supervision except for the supervision of the practice of Licensed Clinical Social Work
Practice as an LMSW can count toward licensure as a Licensed Clinical Social Worker (LCSW) only if it is under the supervision of a LCSW, a licensed psychologist, or a psychiatrist
Under supervision of an LCSW, licensed psychologist or psychiatrist, a LMSW can provide Psychotherapy, Assessment-based treatment planning, and Diagnosis
What is the difference between the LMSW and the LCSW?
The Education Law defines the practice as a Licensed Master Social Worker and as a Licensed Clinical Social Worker. A licensee may only engage in those activities that are within the scope of practice and in which the licensee is competent. The major difference between the two is that the LMSW may only provide "clinical social work" services (diagnosis, psychotherapy, and assessment-based treatment planning) under supervision; the LCSW may provide those services without supervision.
Are there activities that can be performed by an unlicensed person?
The Education Law defines certain activities that are within the scope of practice of the Licensed Master Social Worker, but may also be performed by an individual who is not licensed. The unlicensed person could not imply that he or she is licensed under Title 8 of the Education Law. If the services are provided by an LMSW or LCSW, the licensee can only engage in those activities in which he or she is competent.
Services that are defined as not requiring licensure include but are not limited to:
Serve as a community organizer, planner, or administrator for social service programs in any setting.
Provide supervision and/or consultation to individuals, groups, institutions and agencies.
Serve as a faculty member or instructor in an educational setting.
Plan and/or conduct research projects and program evaluation studies.
Maintain familiarity with both professional and self-help systems in the community in order to assist the client in those services when necessary.
Provide advice and guidance and assist individuals or groups with difficult day to day problems such as finding employment, locating sources of assistance, and organizing community groups to work on a specific problem.

What is the licensure process if I do not plan to live in New York State?
In this case, you do not need to submit materials to the New York State Education Department. Instead, you should review the requirements in the state where you wish to work. This information is available online from the ASWB. You can still take the social work licensing examination in New York State. The ASWB exam is accepted in any state that is part of the ASWB system, and virtually all states are. The most notable exception is California. You should speak directly with the particular state to be sure what exam system it is using.
I have questions about the rules and regulations for supervision as an LMSW with the goal of obtaining my LCSW. Where can I find this information?

When can I take the exam?
You may take the Masters Level (LSW) exam after you have registered for your last semester of coursework in the MSW program. In order to sit for the exam, you must receive prior approval from the BSWE. How do I request a copy of my transcript?
The NYU Registrar provides the option of requesting a few types of transcripts depending on your reason for needing one. Learn more about transcript requests here or email registrar@nyu.edu.
Step 2: Receive License
NOTE: The ASWB master's level examination requirement is suspended until January 1, 2026
Applicants who want to be approved to take the examination even though it is not required for licensure may request to sit for the examination by indicating that on their application. CT DPH will issue a license without examination and will provide the applicant with information on how to register for the examination.
If you need to, you may request to have ASWB send your exam results to another state or province. After you’ve applied for a license in the new state or province, simply order a score transfer from ASWB. They will forward your exam results directly to the new licensing board. Score transfers cost US$40.
The Department may issue a temporary permit to an applicant for licensure as a master's level social worker who holds a master's degree from an accredited social work educational program but who has not yet taken the licensure examination. Such temporary permit shall authorize the holder to practice as a master's level social worker under supervision.
The temporary permit shall be valid one year from the date of issuance and is not renewable. The fee for a temporary permit is $50. Applications are only accepted online.
Once you have logged in and verified your email address, please select 'Initial Application' at the bottom left portion of the screen and then expand the 'Public Health Practitioners' grouping.
Locate the 'Master's Level Social Worker' and select start.
Complete your application for licensure and then repeat and submit the application for 'Master's Level Social Worker - Temporary Permit'.
Documentation Requirements
As part of the online application process for the temporary permit, you will be required to upload a copy of your diploma or other document verifying that you received a degree in social work from an accredited university. Such other documentation includes, but is not limited to, a transcript from the program documenting that a degree has been awarded or a letter from the university registrar or program director indicating that you completed the program and the date the degree was awarded. The letter must be written after the date the degree was awarded.
Examination Approval
Applicants who wish to also be approved to sit for the ASWB examination must also submit an application for a full master's level social worker license online and arrange for the accredited program to send a transcript documenting the award of a master's in social work.
In no case will the department approve an applicant for examination unless a full license application, fee and transcript have been received.

Moving to a new state? Find forms needed to add a license in a new jurisdiction.
ASWB develops and maintains four categories of social work licensure examinations: Bachelor’s, Master’s, Advanced Generalist, and Clinical. Not every jurisdiction uses all four categories, so candidates must be sure to check with individual boards to find out which examinations are appropriate for the jurisdiction in which they are seeking licensure.
Each examination contains 170 four-option, multiple-choice questions designed to measure minimum competencies at four categories of practice. Only 150 of the 170 items are scored; the remaining 20 questions are "pretest" items included to measure their effectiveness as items on future examinations. These pretest items are scattered randomly throughout the examination. Candidates have four hours to complete the test, which is administered electronically.
Examinations are administered by appointment at Pearson VUE test centers throughout the U.S. There are no fixed administration dates; instead, registered candidates schedule a time to take the test.
Special accommodations are available for candidates with disabilities. Additionally, many jurisdictions offer arrangements for candidates whose first language is not English. New York State does not.

International Students: Please note, you may be able to skip the question regarding Social Security Number when applying depending on the state. When registering for the exam, ASWB does have that question on the online registration form. As advised by ASWB, if a student does not have a social security number, they would need to mail in a registration form instead of registering online.

Application requirements for social work licensure vary by state, but some common requirements include:
Your personal information, such as name and address
A social security number (NOT required in New York licensure application)
Criminal background history
Anticipate what documents or assistance you may need to submit your application(s) in an accurate and timely fashion.
Before Testing
Review the ASWB Examination Guidebook to help you understand how to register for the test, what to expect on exam day, as well as the structure of the exam.
Requests for nonstandard testing arrangements must be submitted and approved before you register and pay for the exam with ASWB. Currently, due to high volume, applicants may expect a longer than typical processing time, so submit your request as early as possible. Test-takers approved for nonstandard testing arrangements must schedule their exam by phone.
Before you may register for the exam, you must submit an application for licensure and receive approval to take the exam from your state or provincial regulatory board.
Once approved, you may register for your exam with ASWB. ASWB will then send you an Authorization to Test email within two business days. This email will contain information you need to schedule a testing appointment. Keep your Authorization to Test for future reference. Your Authorization to Test is good for one examination only and may be valid for up to one year (this timeline varies by state or province).
If you need to cancel or reschedule your exam date, you must do so at least 24 hours before the appointment time at the ASWB portal on the PSI website.
Day of Testing
On the day of your exam, please plan to arrive at least 30 minutes early. Those who arrive late will be unable to take the exam and lose their exam fee.
You must present two original forms of identification to test—one from the primary list and one from the secondary list. You will not be allowed to test without proper identification.
It’s recommended that all international students with F-1 status get familiar with the Optional Practical Training (OPT) process, requirements, and deadlines and how that may impact their timeline for obtaining licensure and the job search.

Not every state requires a social security number for the licensure application.
If a state does require a social security number and you do not have one, contact the state’s licensing board to see if they have other options to submit an application.
For example, in New Jersey, the state requires that you mail in a paper application instead of completing the online application.
Review the ASWB Examination Guidebook to see what forms of identification are accepted - one form must be from the primary list and one must be from the secondary list.
Your primary form of identification must be an unexpired government-issued ID that includes your first and last names, a permanently affixed photo, and a visible signature.
Your secondary form of identification must be unexpired and include your first and last names and visible signature.
It is common for licensure applications to ask if you have any criminal convictions (felonies and misdemeanors) and/or open criminal cases. There is no automatic disqualification for licensure for any conviction.

Requests for nonstandard testing arrangements must be submitted and approved before you register and pay for the exam with ASWB. Nonstandard testing arrangements cannot be added to a testing appointment after the appointment has been scheduled.
Test-takers approved for nonstandard testing arrangements must call PSI via phone per the instructions in the Authorization to Test email received after registering for the exam.
Please note that depending on the state, not all types of nonstandard testing arrangements may be available.
For example, New York State does not offer special arrangements for test-takers for whom English is a second language or English language learners.

The ASWB social work licensing exams are administered only in English, but some states and provinces allow nonstandard testing arrangements for test-takers whose primary language is not English.
Qualified English as a second language candidates may receive additional time (up to two extra hours) and may request permission to use up to two dictionaries, one bilingual word-to-word translation dictionary and/or one general English dictionary.
You must be approved for ESL arrangements before registering with ASWB for the examination.
Check with your board to see if such arrangements are allowed.
Michigan and New York do not permit ESL arrangements nor accept score transfers for test-takers who tested with ESL arrangements in another jurisdiction.
California test-takers must request and receive preliminary ESL approval from the California Board of Behavioral Sciences before requesting ESL arrangements for extra time from ASWB. California does not permit the use of an English or bilingual dictionary.
If your first and/or last name you are applying with for licensure has changed from the name reflected on your documents (i.e. transcript), you may need to submit additional documentation in your application that demonstrates the change.
Regarding the exam, when checking in on the day of your exam, the first and last names on both of your IDs must match the name on your Authorization to Test from ASWB.
You can contact your board and request a name correction to be sent to the Association of Social Work Boards (ASWB). Your name must be updated by your jurisdiction (usually via a Name Change Form) before ASWB can make a change to your Authorization to Test.
If your name has changed since you registered for an exam, you must present the original marriage certificate, divorce decree, or court order with the primary ID at the test center. Copies will not be accepted.
Upon passing the licensing exam, your license will be mailed to the address you submitted in your license application. Therefore, when applying for licensure, make sure to provide a reliable address where you can receive important mail.
If you plan to change your address, notify your state board of any change in your mailing address as soon as possible to avoid licensure delays.
If you change your address after you obtain your license, notify the state board of any change in your mailing address within 30 days of the change, otherwise, it may be considered professional misconduct. Failure to notify the state of your address change may also delay renewal and result in late fees to renew the registration of a professional license.
Please be aware that applications for licensure as well as the licensure exam require payment of fees. You should plan to submit payment when submitting your application for licensure as well as when registering for the exam.

Strategies
Familiarize yourself with the content and structure of the exam.
Create a study schedule and consider creating or joining a peer study group to prepare for the exam and provide support to one another.
Review the ASWB Examination Guidebook to know exactly what to expect on the day of testing including security protocols, how the exam will be proctored, and items you are and are not permitted to bring.
Review PSI’s list of comfort aids that you are allowed to bring.
Visit the testing center ahead of time to familiarize yourself with the space and how to get there.
Give yourself plenty of time to arrive at the testing center and settle in.
Consider speaking with a NYU mental health counselor to manage stress and anxiety.
Your exam result will appear on the screen after finishing the exam and will also be emailed to you.
We understand that it is disappointing to fail a social work licensing exam. When you are ready to begin preparing for your next attempt, we suggest you begin with the unofficial score report you received at the test center. It breaks down your performance by exam content area and serves as a good resource as you make a study plan.
To retake the exam, you must wait 90 days before your next testing appointment. Wait seven to ten days after your last exam before registering again. Test-takers who are within 10 points of the passing score may request a waiver of the standard 90-day waiting period.
Please note that some states limit the number of times an applicant may take the exam and that you must pay the exam fee of $230 for each exam attempt.
