Introduction

This research discusses the current state of the Indonesian International Student Mobility Awards (IISMA) program, including ongoing challenges and future policy recommendations. It argues that the IISMA program, despite being a fully funded scholarship scheme, still has high barriers to entry, thus limiting the inclusivity of its recipients. Added with the fact that the IISMA selects its recipients on a merit basis, these barriers have strengthened the notion that study abroad programs tend to be exclusive and are only accessible to certain privileged groups of people.
