Borrowing Policies

Elementary and High School Library

A student may borrow one home-reading or circulation book for a period of one week.
Periodicals and reference books are for ROOM USE ONLY.
Overdue circulation books shall be charged with a fine of P1.50 each day the book is kept overdue.
Students with overdue accounts cannot borrow books until they have cleared their accounts.

University Library

Student / Employee RFID should be presented every time they borrow, renew and return a book.
Students can borrow up to five (5) circulation books for a period of one week, renewable for another week if not needed by others.
Faculty members can borrow up to five (5) circulation books for a period of two (2) weeks
renewable for another two (2) weeks if there are no reservations.
Renewal period is on or before the due date. Books not renewed after the due date must be returned.
Only two (2) renewals are allowed. Books are required to be returned after the 2nd renewal and can be taken out again after 1 week.
Renewal through phone call is not accepted if the system is offline.
Reserved books are not renewable.
Lost items shall be charged with the current price of the latest edition plus a processing fee of PhP100.00 per item and the accumulated fines for the overdue. Payment is collected at the library.
The library sends notices for overdue items. However, it is the borrower’s responsibility to return the items on time, whether or not the notice is received.
Overdue fines only accrue for days the library is open.
Same policy is applied for fiction books.
Non-academic personnel who do not have teaching loads are not allowed to loan reference materials or instructional materials.
Periodicals, theses, general references and reserved books are FOR ROOM USE ONLY.
Reserved books can be loaned for overnight use at 3:00 p.m. and return not later than 12:00 noon the following day.
Overdue circulation books shall be charged with a fine of P2.00 each day the book is kept beyond its due date.
Overdue reserved books shall be charged with a fine of P2.00 per hour. Counting starts from 1:00 p.m. from the due date.
Reserved books, if brought out of the library without permission from the librarian, shall be charged with a fine of P2.00 per hour. Counting shall start two (2)hours after it was borrowed.
Students with overdue accounts cannot borrow books until they have cleared their accounts.

Policy for Non-Print / Instructional Materials

Same policy is applied for the loan of non-print materials. Previewing at the Multimedia Collections (MMC) can be requested before taking out the material.

Policy for the Use of the Viewing Room

Make a reservation at least one day before the use of the Audio-Visual Room. The viewing room can accommodate 30 to 35 persons only.

Internet Policy

All students enrolled at NWU, and all faculty members can avail of the Internet at the NWUERC.
Students are given one (1) hour per session and can log in again after one hour if there are units available. Use of the internet is unlimited for the whole semester.
Before using the Internet, tap RFID for the log in to monitor time in and time out.
Internet at NWUERC are intended primarily for academic related research only. Chatting, unnecessary emails, card playing, word processing and pornographic surfing are strictly prohibited.

Guests / Visitors

Outside users are required to present a referral letter from their librarian or head of the Institution requesting the use of the library resources. Outsiders are required to pay a library fee of PhP30.00 per visit.

Vandalism

Students caught tearing or cutting the pages of books or periodicals are charged of paying or replacing the materials.
For periodicals, the whole volume should be paid or replaced.
For multi volume books, the whole set is paid or replaced.

Lost Books

Lost books, even if it cannot be replaced at once should be reported to the librarian as soon as possible to avoid accumulation of fines.
A lost book may be replaced in the following manner:
- - Exact copy.
  - Latest edition of the lost copy.
  - Payment of the amount equivalent to the current rate of the title’s latest edition available in the market plus processing fee of P100.00 per book.
  - If one of the above are not possible, replacement with other materials of same author on the same subject may be acceptable, with the permission from the library director.

Theft

Students caught taking out books without permission or proper charging are deprived of his/her library privileges for the whole semester.

Online Clearance:

for Students
- Librarian opens the online clearance software and identifies students with liabilities in the library.

a. if a student has no liability, clearance is approved automatically.

b. if the student has liability, the reason for non-approving of clearance is indicated as remarks and the student is blocked in the system for library circulation hence could not borrow additional reference materials unless his/her liability is settled. Online clearance is approved once account is settled.

for Employees
- Employees may request at the IPODD.
- Head of the Library opens her portal, to approved the online clearance of the employees

a. If account is clear, clearance is approved

b. Employee with unsettled account is required to do so prior to approve of clearance.

Guidelines for Book Donations

Educational Resource Center of Northwestern University accepts donation of books and other print and non-print materials that support the academic and research programs of the University.
Acknowledgement of receipt is sent to the donor and the record of the acknowledgement is maintained as QSM files.
All materials donated to the library will be considered as property of the Library without conditional provisions.
All materials accepted as donations will be processed in the same manner as the purchased materials.
Videos and audios CD/DVD in good condition.
Paperback and hardback fiction and non-fiction.

The NWUERC will not accept the following:

Donations with restrictions such as separate shelving or room and restricted/selective access.
Outdated books unless it has historical or archival value.
Books older than 15 years old.
Books/magazines in poor condition (brownish, molded).
Books with highlighting, underlining or with notes
VHS tapes.
