[This incident occurred two hours after midday on 3 Augustus 746 in the Necropolis surrounding the Iron Legion held Citadel within the boundaries of the Duchy of Brittany of the Dark Kingdom of Iron.]

“Myself and 5 officers of the joint Mnemoi and Iron Legion Sheriff’s Office were running an operation to track down a suspected Specter who was spotted on the 9th street market run by the Proctors Guild.”

“Myself and the 5 officers put ourselves into place while the suspected shadow-eaten was viewing Quick trinkets. We were in civilian robes so as not to gather suspicion with our uniforms underneath and no changes to our Corpus as is required by the office of Sheriff to ensure we were easily identifiable by the civilian population.”

[This is in reference to a policy implemented by Alexander Joss requiring officers to submit to uniform and Moliation services that mark them as officers to all Wraith.]

“We were positioned to prevent any escape via the road system as our reporting showed that the Wraith known as Crassus Thorn was not a known Harbinger or Proctor. Removing my own robes I announced with the use of Keening of our presence and for any civilian Wraith to get down.”

[The use of Keening in the outdoor public is specifically prohibited by the civilian population. This ensures that emergency announcements and orders by the Hierarchy are more easily heard in the Necropolis.]

“Myself and the other officers then attempted to use Argos to restrain the target. We were caught off guard when he unfurled blackened wings and attempted to fly up from the street. I was the furthest away from the situation and per our protocol was the one to make use of my voice in an attempt to prevent escape. I targeted and damaged its wings which caused it to fall into a window found higher up.”

[The use of voice may only be used if there are no obstacles between the officer and the target. This is to be confirmed with a memory reading of Alexander Joss as well as the other officers.]

“As it struggled to regain its footing after breaking through the window officers made use of Argos to get to the suspect and use of their Black Chains to restrain them. This started a struggle that caused destruction of what was found to be linen storage for the Masquer’s Guild.”

[This has been confirmed to be the property of the House of Flowing Corpus and their Guild has filed an official complaint against the Sheriff’s Department regarding the damage to their property.] 

[This incident has also shown cause for an audit by the Emerald Legion of the finances of the House of Flowing Corpus as wood from the Isle of Sorrow was found among the linen boxes, an expense that was not noted to the Citadel.]

“After several minutes of struggle its exhaustion gave in and we were able to properly restrain the suspect. On the streets the supplementary officers assisted any injured and moved traffic around the debris from the window. In the building the suspect was arrested, their specterdom confirmed, and their rights read.”

“Confirmation to be handled by 3rd Sheriff, Forest Alaar of the Iron Law, the Mnemoi’s Guild, and the Grim Legion on behalf of the Iron Legion.”

[Accompanied viewing of the Mnemoi art for memory viewing confirms a turn towards Specterdom and following illegal actions.]

[The following confirms a reading of rights and judgment to the Specter.]

“Specterdom has been confirmed, previously the Wraith known as Crassus Thorn of the Silent Legion and member of the Masquers Guild. You shall remain under arrest as you are escorted for interrogation by the Iron Law Enforcement of the Mnemoi’s Guild, documentation by the Emerald and Iron Legions, and eventual destruction by way of the Forge at the hands of the Iron Legion and Artificer’s Guild. No questions may be asked at this time, appeals to this judgment cannot be made, and no mercy is to be given.”
