In order for your child to begin to express themselves, you could have them draw pictures and have them tell you what is happening in the picture. You could provide them with an idea to write about such as "What is you favorite toy?" "What is your favorite food", "Which activity or game do you like best" "How do they think you need to do to make a birthday cake?". Think of what your child is interested in and use that to come up with ideas for them to draw pictures. Once the picture is drawn have your child tell about it. They could also try to write (using invented spelling) about their picture and then tell you about it. This will help them to connect verbal language to printed language. This connection is one of the first steps to reading.
