TERMS AND CONDITIONS IN THE USE OF
RIZAL PARK AND PACO PARK FACILITIES
The applicant has read and agrees to comply with the existing policies, rules and regulations of the National Parks Development Committee (NPDC) and City Ordinances of Manila City governing the use of Rizal Park and Paco Park facilities. Violators shall be penalized and dealt with accordingly.
The filing of application does not give the applicant/organizer the right to enter or use part or portions of the venue applied for until and unless a permit has been issued.
A non-refundable reservation fee of 20% of venue rental is being paid upon submission of this application form.
Please see attached rates for the facilities.
Accredited caterers whose services will be availed of by the client shall remit 15% of the total catering contract to the NPDC, before the issuance of permit to the client.
5.1 Should the service of a non-accredited caterer be availed of, a refundable Php10,000.00 cash bond will be paid and 20% of the total catering contract shall be remitted to NPDC before the issuance of permit to the client.
5.2 The NPDC management shall not be held liable for the breach in any provision of the catering contract between the client and caterer.
In the event of cancellation under any of the following circumstances:

Letter received one month before the scheduled date - 80% of the venue rental and 100% of other fees and charges paid
Letter received 2 days before the date of the - 50% of the entire amount paid

Cancellation due to events of national importance or significance - 100% of the total amount paid
The request for rescheduling of the reserved date by the applicant shall be subject to the availability of the venue and shall be made at least 15 days before the original date applied for. If the change in the date of the activity is made any time after the 15 day period, there shall be a surcharge of 20% of the total venue rental.
The applicant must provide an ambulance or first-aid station, marshals, and security personnel for the security of the viewing public, as well as portable toilets. The applicant will be held liable for damages, injuries, or loss of life resulting from the activity which is being sponsored.
In cases of big events or any activity that would affect traffic flow and require additional security, the applicant shall coordinate and secure permits from the City of Manila, Metropolitan Manila Development Authority (MMDA), Manila Police District (MPD), MPD - Traffic Enforcement Unit, and other agencies or regulatory bodies, as deemed applicable.
The management will not accept responsibility for the loss or damage of the personal belongings left unattended on the premises of the venue applied for.
Set-up days (i.e., stage construction, lights and sounds installation, etc.) in preparation for the main activity are subject to the availability of the area. Any installation that may be permanent or semi-permanent in nature must be approved by the NPDC.
The applicant shall post a refundable cash bond, depending on the activity to be held and projected numbers of participants. The cash bond shall answer for the use of facilities, in excess of the contracted period and for whatever damages may be incurred by the project organizers, their agents, and audience to park facilities. A request for the refund must be made in writing to NPDC after the event.
Streamers and other advertising paraphernalia made of plastic tarpaulin will not be allowed and must be dismantled no longer two days after the activity. (Location/site is subject to approval).
In case the activity includes a fireworks display, the applicant shall secure a permit from the PNP-Firearms and Explosives Division. There should be a stand-by firetruck near the concerned area. It is the applicant who shall be held liable for any damage, injury, or loss of life resulting from the fireworks display.
Upon acceptance of this application, the applicant shall be issued a Park Permit upon full payment of all assessed fees including charges for the use of electricity. In case of personal cheques, the permit will be issued only upon clearing of the cheques.
The NPDC reserves the right to refuse a permit to any applicant should there be a patent violation of NPDC rules and regulations. Further, considering that the Quirino Grandstand is primarily used for events of national importance, the NPDC reserves the right to cancel or reschedule any activity should there be an event or activity of national importance.
