The Basics Campaign is inspired by the fact that 80% of brain growth happens in the first three years of life. During this period, skill gaps between socio-economic, racial, and ethnic groups become clearly apparent. This does not need to be! Everyday interactions between children, their parents, and other caregivers provide abundant opportunities to give children from every background a more equal start in life.
The Basics are five evidence-based parenting and caregiving principles that encompass much of what experts find is important for children from birth to age three. Every child from every background can benefit from routinely experiencing the Basics learning experiences. Therefore, the Basics Campaign is working through a broad range of institutions to ensure that every parent and caregiver is fully supported by family and friends to use the Basics practices in everyday life.
Regular screening provides a fast and helpful look at how your child is doing in important areas like communication, social skills, motor skills, and problem-solving skills. Screening can identify your child’s strengths, uncover new milestones to celebrate, and reveal any areas where your child may need support. It helps you understand your child’s development and know what to look for next. And it helps you work with doctors and educators to plan next steps when it makes the most difference—your child’s critical first years of life.
Camp ELLI is a free five-week summer program exclusively for Norwalk children with little or no preschool experience entering kindergarten in fall 2022.
At Camp ELLI, each day fosters early language and literacy development and is action-packed, with fun hands-on activities that infuse science, technology, engineering, art and math (STEAM). All Camp Guides are trained in the ELLI approach to ensure that your child’s experiences are individualized for their unique learning level.
Morning snack and lunch are provided for free. Extended care options may be available, depending on location, for a fee.

To achieve our mission, Carver combines a set of key partnerships between school districts and their highly skilled educators, community organizations and parents to deliver after-school, summer and community programs that consistently demonstrate striking results.

The recreation division provides a wide range of active and passive recreational programs for the citizens of Norwalk. Some of these services include:
A summer youth play and learn program
Individual and team athletic programs, including sports camps, tournaments, instruction, and league play
Social programs and activities for all
Various physical fitness programs, such as swimming lessons, exercise classes, etc
