Background

Disasters have always required a quick and a steady response. Kerala, like other States of India, is facing a lot of challenges with respect to climate change and other aspects. During these times of duress, it is required that critical delivery of medicines, resources, and relief material is provided with minimum delays and maintain a steady line of delivery networks. The concept of supply chain is thus integral to the services delivery, and one needs to adopt remote sensing and GIS as a critical tool to manage it. The workshop aims to focus on data-driven decision-making using ML, AI, and deep learning, along with the simulation of real-life crises and support humanitarian logistics under duress and in a post-disaster scenario.

Dr. Sekhar Lukose Kuriakose

Member Secretary, Kerala State Disaster Management Authority (ex-officio) &

Head (Scientist), State Emergency Operations Centre

Dr. Sekhar has been a practicing disaster manager for more than a decade, serving as the Member Secretary of Kerala State Disaster Management Authority (a statutory post under India's Disaster Management Act, 2005) and Head of Kerala State Emergency Operations Centre. Academically, he is a Visiting Scientist at the Centre for Disaster Resilience, Faculty ITC, University of Twente, The Netherlands, where he supports the education and research of aspiring disaster managers and fosters knowledge exchange between the Netherlands and Kerala in Disaster Risk Reduction. He serves on the External Advisory Committee of the EU HORIZON EUROPE Research Project PARATUS which has 19 partner organizations in EU.
In partnership with the Kerala Institute for Local Administration (KILA) and the Department of Local Self Government, his current focus is on de-centralizing disaster risk management and resilience building with a climate change perspective. He oversaw the development of Kerala State's institutional disaster management mechanism, the construction of a state-of-the-art KSDMA headquarters building, the Kerala Warnings, Crisis, and Hazards Management System (KaWaCHaM), and the establishment of State and District Emergency Operations Centres. He has written over 30 peer-reviewed papers, disaster management plans at the state, district, and local government levels, as well as various Standard Operating Procedures, programme manuals, and forensic investigation reports of disasters. He has won the ITC Research Fund Scholarship for Ph.D. research, the ITTO Fellowship for M.Sc studies, and two 'Good Service Entries' from the Kerala Government. He was awarded the prestigious International Visitor Leadership Programme grant of the US State Department. His areas of expertise include spatial risk-informed planning, Disaster Management Institution development, End-to-End Early Warning Systems for last mile connectivity, Risk Assessment, Anticipation Actions Planning, Decision Support Systems for Disaster Risk Reduction, Landslide Hazard Assessment and Early Warning Systems, Standard Operating Procedures for Disaster Risk Reduction, and Disaster Management Legal Frameworks.
