Preschool Promise: Preschool Promise is a free preschool initiate funded by the State of Oregon for families with children 3 or 4 years old who are living at or below 200% federal poverty level. In Clackamas County, there are 173 spots for free preschool at various programs, including spots at One of the programs that have free preschool spaces is Sunshine Early Learning Center in Milwaukie and a distance-learning option in Gladstone. Families can apply online in English or Spanish.
There is a new one-stop referral process for Head Start, Early Head Start and the Parent Coaching & Home Visiting Program. To initiate a referral in English or Spanish, Click here, and then click on "Apply" in the top right-hand corner to begin.

Oregon Rental Assistance. If you are having difficulty paying rent or utilities, the Oregon Emergency Rental Assistance Program (OERAP) works to help renters get the assistance they need to avoid utility shutoff or eviction. The program is administered by Oregon Housing Community Services (OHCS) and its subgrantees. Click Here.
