Ceremony Keynote Speakers

Jason Tengco

Former Executive Director, National Federation of Filipino American Associations

White House Liaison for the U.S. Office of Personnel Management

Jason Tengco brings over a decade of experience in public service and community organizing working for the White House, Congress, presidential campaigns, and non-profit organizations. He currently serves as the White House Liaison for the U.S. Office of Personnel Management, the chief human resources agency and personnel policy manager for the federal government. He previously served as the Asian American and Pacific Islander (AAPI) Outreach Lead for the Biden-Harris Transition Team and as the Chief of Staff for the campaign’s Coalitions Department. Prior to that, he served as Executive Director of the National Federation of Filipino American Associations, National AAPI Outreach Director for Hillary Clinton’s 2016 campaign, and Deputy Director of the White House Initiative on AAPIs.

Throughout his career, Jason has participated in fellowships with the Asian Pacific American Institute for Congressional Studies in the office of former Congressman Mike Honda, Asian Pacific American Leadership Institute, LGBTQ Victory Institute, Filipino Young Leaders Program, New Leaders Council, Asian Pacific American Labor Alliance, Center for Progressive Leadership, and Public Policy and International Affairs Program. Born and raised in the San Francisco Bay Area, Jason has a B.A. in Political Science from UCLA and a Master’s in Public Affairs from UC Berkeley’s Goldman School of Public Policy.

Jeanette Moy

Executive Vice President & Chief Operating Officer at Public Health Solutions (PHS)

Jeanette Moy is an executive leader and pioneer. Over the course of her career, she has driven campaigns and instituted organizational change as an executive leader in the public, private and nonprofit sectors.

Jeanette Moy is currently the Executive Vice President & Chief Operating Officer at Public Health Solutions (PHS), the largest health non-profit serving New York City. She is the youngest, and first Woman of Color and API to fill these roles. PHS addresses crucial public health issues and delivers services to vulnerable New Yorkers, including access to food security programs, health insurance enrollment, maternal and child health, reproductive and sexual health services, tobacco control, HIV/AIDS, and emergency response to health crises, including the COVID-19 pandemic, which is devastating diverse communities across New York.

Throughout her thirties, Jeanette has served in executive roles across the public and non-profit sector, including Chief Operating Officer at the New York State Office of the New York Attorney General, the first Chief Strategy Officer at Brooklyn Public Library, and Chief Operating Officer at Public Health Solutions.

The decade before, she was Deputy Chief of Staff and Senior Policy Advisor at the New York City Mayor’s Office in the Bloomberg Administration, leading efforts to improve government operations and services for New Yorkers. She helped form AAPI organizations, including APIA Vote, Asian American Action Fund - Young Professionals, and the National Asian Pacific Islander Desi American Panhellenic Association (NAPA).

Jeanette Moy received her BA in Political Science and MS in Management from the University of Rochester.
