Dear Parents, Students, and Guardians,
On behalf of the entire Delcastle Technical High School staff, I am thrilled to welcome you to the 2025–2026 school year. It is an honor to continue serving as Principal of this exceptional school community, where students are supported by a dedicated team of educators, counselors, and support staff who believe in their potential and are committed to their success.
This year, we remain focused on the mission of S.E.T.ting our students up for success—through deliberate efforts to Serve, Empower, and Transform every learner who walks through our doors. You’ll see these values in action across all parts of our school—from the classroom to the shop floor, in our athletic arenas, and throughout our many clubs and student groups.
At the heart of our school is a commitment to career and technical excellence. Delcastle continues to be a leader in preparing students for in-demand careers through high-quality CTE programs that combine hands-on learning with real-world application. We are proud to offer rigorous, industry-aligned instruction that leads to valuable certifications and credentials, giving our students a competitive edge in both college and the workforce. This year, we will continue to strengthen these programs and ensure that every student has access to opportunities that align with their interests and aspirations.
We are especially excited to expand opportunities for student voice and leadership, strengthen our approach to literacy across all content areas, and continue building a culture of collaboration and inclusion. Our Flex Period will serve as a hub for enrichment, SAT prep, academic support, and student affinity groups, helping each student grow both personally and academically. Additionally, we are enhancing co-teaching supports for multilingual learners and emphasizing instructional strategies that help all students engage in reading, writing, speaking, listening, and reasoning.
As always, we recognize that education is a shared journey, and we deeply value the partnership between home and school. Together, we will create the conditions for each student to thrive academically, socially, and emotionally.

School attendance has a direct impact on student success, which is why it is important for students to attend regularly. When students are not present they miss classroom instruction and activities that help students learn important content and skills needed to meet course requirements. We recognize that there are some situations that require a student to miss school time. In these situations, a student's guardian should submit an electronic note by accessing the Infinite Camput portal, and navigating to attendance (Click Here). A note should be submitted if a student is or will be absent, is arriving late to school, or needs to leave early from school. The notes are kept on file by our attendance secretary, Mrs. Palmer. For more information, please reference Section IV - Attendance of the Student/Parent Handbook.
New student orientation is scheduled for Wednesday, August 20th at 6:00 p.m. This is a great opportunity to learn about Delcastle High School. Please check back on Delcastle's website for finalized information.
Personal checks are not accepted as a form of payment to DTHS. The only accepted payment types will be on-line, cash, money orders, and cashier's check.
On-line payments are the quickest and easiest way to take care of the Cafeteria (PayPams), Chromebook Insurance, and Miscellaneous payments for class dues, specific CTE program payments, etc. All under Quick Links on Delcastle's website.
Chromebook deployment starts August 7th & 8th. Students should be regularly checking the school website for additional sign up information.
Before receiving a Chromebook, all forms must be completed. Forms are electronic and can be found on the website. There is one student Acceptable Use Agreement form and one parent Acceptable Use Agreement form.
There is also a $25.00 insurance payment that can be made electronically at https://www.velocitypayment.com/client/delaware/delcastle/insurance/index.html
or by cash or credit card in person.

The use of cell phones and other electronic devices are permitted to be used before school, during lunches, and after school; however the administration, faculty, and staff will have full discretion to allow or deny the use of electronic devices during the school day, especially within the classrooms.

The NCC Vo-Tech School District provides parents with the option to purchase student accident insurance coverage. For information on the coverage and how to purchase, please visit https://agadministrators.com/delk12.

There is no better experience than putting your learned skills to the test during your senior year. This is a rewarding and important step in preparing you for success after graduation. As a Vo-Tech student, this is the capstone of your education.
If you are interested in participating in fall sports: cheerleading, cross-country, field hockey, football, soccer or volleyball, please check out www.cougarssports.com. You will find coaches contact information for any questions and concerns. Remember you need a DIAA physical to participate. We look forward to seeing you compete.
Final student schedules will be available to view soon via Campus Parent and Campus Student. Parents and students will receive notification soon on how to access these portals.
Students will also receive course schedules in homeroom on the first day of school. Students’ names will be posted on lists in alphabetical order throughout the school. Please find your name and report to the designated area.
Delaware Department of Education regulations do not permit students to be assigned to more than one bus. The Transportation Office can only route a bus to one address per student. This address is the address that was on the initial application and is listed as the physical address on file in the school data system. Bus passes will only be issued for Court Ordered Split Custody situations, in which the second guardian's address must be verified by the school and listed in eSchool. Passes will NOT be issued for the following reasons:
Employment (i.e. to get dropped off closer to the student's job, including their coop job)
Staying with a relative or friend overnight or for the weekend
Aftercare
Getting off at a different stop on the same bus
Once bus passes are issued there are conditions that apply:
Passes are issued to the closest stop on an existing route to the second address. We will not re-route a bus or create a stop. Therefore, we cannot guarantee a safe walking path, and it is expected that the student will be picked up and dropped off from the stop that is listed on the bus pass.
The Transportation Office will not communicate your student's schedule to the bus driver. The expectation is that your student will communicate their schedule to the driver.
You will not receive the “all calls” with updates or changes to that bus route. You only receive calls for the bus your student is assigned to.
The student must always carry the pass in case there is a substitute driver on the bus.
The pass is only valid if there are seats available on the bus.
Passes can be revoked for behavioral issues or if a bus reaches maximum capacity (48) of students who are regularly assigned.
Prior to the start of the school year, all bus pass requests should be directed to the transportation office.
Dear Parent/Guardian,
We are looking forward to serving your student breakfast and lunch in the cafeteria! It is not mandatory to complete a meal benefit application, but students who have not completed a meal benefit application and received notification from New Castle County Vo-Tech School District that they were approved for school meal benefits for the 2025-2026 school year will need to pay for lunch on the first day of school. The price of a school lunch is $1.75. Students who are approved for free or reduced-price meals will be eligible to receive school lunch at no charge. All students, regardless of meal benefit status, will receive free breakfast.
Nutrition Services is now accepting meal benefit applications, and we encourage you to send your student's form in now to be processed before the start of the school year. If you would like to apply for meal benefits for your student, please complete the form online by visiting www.nccvtns.com.
If you have students in another school district, please note that you must complete a separate meal benefit application for each school district. Additionally, meal benefits received for students in another school district will not automatically transfer to your student in the New Castle County Vo-Tech School District.
If you need help with applying for free or reduced meals or need a paper application, please contact the Nutrition Services Office at 302-995-8066.
You may also add money to your student's school meal account using PayPams. You can create an account, add funds with a credit card, and monitor student cafeteria transactions by visiting www.paypams.com. We also accept cash and check deposits at the register in the school cafeteria to add money to your student’s meal account.
You may reapply for benefits at any time during the school year. If you are not eligible now but have a decrease in household income, become unemployed, have an increase in household size, or qualify for SNAP or TANF benefits, you may fill out another application at that time.

Requests for student directory information - which is limited to a student's name, home address, and telephone number - are routinely received by our school from colleges, military recruiters, financial aid programs, and similar organizations. On occasion, and at the expressed approval of the principal, we do make this information available. Parents who do not wish to have their son’s/daughter's name included on student directory listings, please notify the school in writing by sending your notification to the Guidance Office or emailing tim.dorsey@nccvt.k12.de.us.

Drug and Alcohol Modules - Asynchronous Assignments
Dear Parents/Guardians,
In accordance with Delaware Regulation 551, all high school students are required to complete 15 hours of Drug and Alcohol training each academic year. At NCCVT, we prioritize drug and alcohol training as a fundamental aspect of our commitment to student well-being and academic success. By educating students on the physical, emotional, and social impacts of substance abuse, the State modules described below are designed to foster informed decision-making and resilience against peer pressure, supporting their long-term personal and academic goals.
To fulfill the 15-hour requirement, the state has developed online courses in a Schoology class titled “State Modules.” We have incorporated four asynchronous days into the school schedule to facilitate the completion of these modules (dates are provided below). This course is credited as pass/fail and will be noted on your student's report card. Students are encouraged to retake assessments and review resources as needed to complete the modules successfully. Our school counselors are available to assist with any questions or concerns regarding the content of the modules.
We will send reminders throughout the school year to assist students in staying on track; however, we are asking for your assistance and support to encourage students to complete these important modules successfully.

Dear Parents/Guardians,
We want to take this time to inform you of the training your child will be receiving during the fall semester. In accordance with House Bill 301, which requires Delaware public schools to adopt and implement mental health programming, NCCVT has chosen to implement a mental health and depression awareness program called Level III: Depression Education & Suicide Awareness. This program was developed by a highly respected mental health education and advocacy organization, Erika’s Lighthouse: A Beacon of Hope for Adolescent Depression. Leading up to the training, students and families will be notified with more details about the in-school training.
The program goals include:
Raising awareness of good mental health.
Raising awareness of the signs of depression and risk and warning signs of suicide.
Reducing the stigma surrounding mental health issues.
Encouraging help-seeking skills and, if necessary, additional support services.
A key component of the Erika’s Lighthouse program is Family Engagement through education and awareness. They have developed two ways that may help promote conversations with your children about mental health and depression:
“We All Have Mental Health” was written by parents, for parents. It is designed to help you understand and promote good mental health at home. It is part of the Family Workbook Series on Mental Health & Depression. Access it here.
A short On-Demand Virtual Family Workshop is available for you to watch. This workshop will give you an opportunity to learn more about mental health and depression in adolescents, and prepare you for any discussion at home. We will also review the materials that your child will be learning about in the classroom. You can view the workshop here.
These fact-based, student-friendly and hopeful programs promote the messages we need our students to hear - Everyone deserves to have good mental health, depression is common and can be serious, but there is hope and help. You are not alone.
Our school wants all of our students to be healthy, both physically and mentally. We encourage students to take control of their mental health and learn how to seek help for themselves or a friend if needed. One of the biggest challenges to mental health is teen depression, a very common, yet widely overlooked mood disorder that will impact 15–20% of young people before they reach adulthood. It is also a risk factor to suicide.
We look forward to working together to better inform students of important issues, like depression, and provide the tools students need to navigate challenging times.

Dear Parents/Guardians,
We want to take this time to inform you of the training your child will be receiving during the fall semester. The Delaware General Assembly passed Senate Bill 290, which expanded the educational programming on personal body safety, sexual abuse and other forms of child abuse to students in grades 7th through 12th.
For this reason, your child will be participating in educational programming that will discuss sexual abuse and other forms of child abuse and ways for your child to get help and support. Teachers will be conducting a 45 minute session and showing the ‘It’s Not Okay’ video to students. Leading up to the training, students and families will be notified with more details about the training.
We know that parents, caregivers, and families are the most important guides for their child. We encourage you to have conversations about these topics with your student. Resources and helplines are included in the infographic above. If your student discloses that they have experienced sexual abuse or another form of child abuse, we encourage you to make an immediate report to the Division of Family Services Report Line at 800-292- 9582. In addition to making a report, you may also contact your student’s school administrator or school counselor.
TITLE I PARENT INVOLVEMENT POLICY
The Parent Involvement Policy is included in The New Castle County Vocational Technical School District which can be found in the Student/Parent Handbook here:
Title I is a federal program that provides funds to meet the needs of at-risk students. Delcastle participates in the Title I Program.
School districts that receive Title I funding are required to create a Parent Involvement Policy. The NCCVT School District Parent Involvement and Partnership Guidelines is found with other important information in the Student/Parent Handbook (pp. 99-101). TITLE I SCHOOL-PARENT-STUDENT COMPACT 2024/25
Delcastle Technical High School and the parents of the students participating in activities, services, and programs funded by Title I, Part A of the Elementary and Secondary Education Act (ESEA), agree that this compact outlines how the parents, the entire school staff, and the students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership that will help students achieve the state’s high standards.
PARENT RESPONSIBILITIES
Support their child’s learning by:
· Monitoring attendance
· Monitoring academic performance and homework completion
· Monitoring time given to watching television, playing video games, participating in social media and other online activities
· Monitoring sleeping, nutrition, grooming and hygiene
· Engaging in conversation about school with your child
· Being aware about upcoming events and activities at the school and participate/volunteer as possible
· Participating as appropriate in decisions relating to the education of your child and attending meetings when requested
STUDENT RESPONSIBILITIES
Students will be a self-advocate for their own learning by:
· Being a good citizen of Delcastle
· Participating in class and completing homework to the best ability
· Being aware of class grades and work completion
· Being responsible to provide parents/guardians important school information
· Keeping school counselors aware of issues that significantly interfere with learning
School Responsibilities
Delcastle Technical High School will:
Provide high-quality curriculum and instruction in a supportive an effective learning environment that enables the students to meet the state’s student academic achievement standards as follows:
Delcastle provides a fully inclusive environment where students who have additional needs are educated in the general education setting.
Supports are built into the general classrooms for students with identified learning needs and with a language barrier.
Late transportation (6pm Bus) is provided throughout the week after school where students have access to their teachers in order to reinforce skills or make up assessments (Arrangements to meet are made between the teacher and students/family).
A variety of staff who understand the social and emotional needs of adolescents are available to students.
Be available for parent-teacher conferences during which this compact will be discussed as it relates to the individual child’s achievement.
Parents are recommended to directly contact the specific teacher for questions about their child’s performance in a certain class.
· For overall student performance, parents are requested to contact the school counselor who can connect families with the appropriate staff member to schedule a face-to-face meeting.
Provide parents with frequent reports on their children’s progress.
Teachers enter grades on the online Home Access Center (HAC) that gives parents timely information on how their child scored on tests and assignments.
In the middle of each report card cycle, interim grades are available in order to give parents information on the grade that the student would be earning if the marking period was over at that time.
Provide parents reasonable access to staff.
The guidance office at Delcastle is the nerve center where parent communication is ongoing. In this office are located: school counselors, administrators, special education team leader, ESL bilingual paraprofessional, Co-op Coordinator, and support staff.
All teachers and administrators are easily available by email and by phone.
Provide parents opportunities to volunteer and participate in their child’s class, and to observe classroom activities
Parent should contact the child’s school counselor in order to observe classroom activities

Substitute Teacher:
Provide instruction to students during the absence of the regular teacher
Follow the teacher's Lesson Plans
Interact with a diverse student population
Demonstrate effective communication and time management
Working Hours: 7:30 AM to 3:00 PM
Adhere to the provided substitute guidelines and follow all policies, rules, and procedures of the school district
The per diem pay scale for substitute teachers is as follows:
Class A Substitute - Bachelor's Degree and Delaware Teacher Certification - $210/Day
Class B Substitute - Bachelor's Degree - $180/Day
Class C Substitute - High School Diploma - $147/Day
Class C Substitute - Vocational T&I Eligible (Vocational Classrooms/Labs Only) - $180/Day

We are pleased to announce that our school has enrolled with SAFEDE, by STOP it Solutions. SAFEDE is a technology platform to assist students, parents, and staff in asking for and privately accessing a wide variety of help and resources.
Our aim with SAFEDE is to provide:
1. Private access to basic needs resources.
2. Convenient linkage to school, community, local, state, and federal resources and helplines.
3. A culture that recognizes that all of us need help at different points in our life and asking for help is an important life skill.
SAFEDE is a tool that works by empowering students, parents, and staff to access help they need with dignity and privacy. All parties will have access to the SAFEDE mobile app, which has three main features:
1. ASK FOR HELP can be used to anonymously request help from local school contacts, including Messenger which allows anonymous two-way communication with school contacts and help requesters.
2. CRISISTEXTLINE can be access directly from the app to text with non-local trained crisis counselors
3. GET RESOURCES can be used to search community, local, state, and federal resources and helplines
Our designated administrators will have access to SAFEDE’s backend incident management system to manage and track requests. That system may also be used to assign requests to other individuals.
