What are we looking for in the Director of Transportation?

The 21st century Director of Transportation provides leadership, management and supervisory skills that will guide the Transportation Department through a changing and challenging landscape. He/she leads others and stands for the ideas and values that help to support our student population develop into globally competent and compassionate citizens. The Director of Transportation provides a clear vision, inspiration, energy and insight for all stakeholders in an enlightening and highly functioning school community. He/she will lead a complex, dynamic, and collaborative team of bus drivers, bus aides, mechanics and office staff, whose goal is to ensure a safe and positive climate for our students.

What are the position particulars?

This position will be available Mid-December 2019 (if not sooner). The current Director of Transportation is retiring in December 2019.

North Colonie Central School District is comprised of six (6) elementary schools (K-6), a Junior High(7-8) School and Senior High School (9-12). We support the educational environment for almost 5,900 students K-12. We are a District that prides itself on the support we provide to all of our students and we are committed to ensuring that almost all of our Special Education students are taught within our school buildings. We believe that this inclusive model is the best model for all of our students and the shared experiences of students and staff allow for greater understanding, collaboration, diversity of viewpoint and the development of better global citizens. Our Transportation Department is instrumental in ensuring that all students feel safe on the school bus and are transported to and from school in a positive climate.

In 2020-2021, the 6th Grade students will be moved to the new Shaker Middle School, thus making each elementary school K-5. The new Director of Transportation will be instrumental in the transition of the 6th grade to the new Middle School, including the addition of a new and separate bus run for the Middle School. This transition will require a significant amount of planning and routing of buses and students, thus requiring a calm, thoughtful and compassionate demeanor when dealing with parents, students and staff.

Recruitment and training of new bus drivers will be a priority of the new Transportation Director due to a number of anticipated retirements as well as the potential need to add new drivers with the move of the 6th grade to the new middle school. Proactive and proven recruitment strategies as well as a focus on staff retention will be important skills for the new director.

TRANSPORTATION STATISTICS:

Current fleet: 78 buses

869,659 miles driven in 2017-18 (868,724 in 2016-17)

5500+ public school students currently assigned to be transported each day (5459 in 2018-19)

160 special needs students on 12 routes (152 in 2017-18)

Approximately 50 routes which transport students to the SHS/JHS and elementary schools (3 early elementary and 3 late elementary)

410 non-public students transported on 25 buses to 32 different schools (424 in 2017-18)

STAFFING:

•78 Bus Drivers (59 full-time, 19 substitutes)

•21 Bus Aides (14 full-time, 7 substitutes)

•7 Mechanics

•1 Fleet Maintenance Supervisor

•1 Assistant Director

•1 Pupil Transportation Analyst

•1 Transportation Operations Coordinator


What are the specific job responsibilities?

DISTINGUISHING FEATURES OF THE CLASS: This is an administrative position involving the responsibility for the safety and efficient operation and maintenance of the transportation program of a school district. The work is performed under direction of the Business Administrator and/or the Assistant Superintendent for Business. Supervision is exercised over all transportation personnel. Does related work as required.

TYPICAL WORK ACTIVITIES:

· Plans, directs and manages the school district transportation system which includes public and private school transportation;

· Plans and administers the transportation budget for the department;

· Plans, develops and implements an effective bus safety program;

· Represents and negotiates with employee on contract negotiations;

· Establishes routes to be followed by bus drivers;

· Establishes time schedules for buses;

· Investigates and files reports on all bus accidents;

· Directs service, maintenance and repairs of school district vehicles;

· Writes specifications for all new vehicles and equipment;

· Drafts all specifications for contract transportation;

· Arranges for all special trips required by the schools;

· Prepares all required New York State Education and Department of Transportation reports;

· Approves all purchase orders and requisitions;

· Maintains time records on transportation personnel for payroll purposes;

· Maintains cost records on transportation operations and personnel;

· Is responsible for recruiting, interviewing and recommending and training;

· Is responsible for the evaluation and following-up of disciplinary procedures of all transportation personnel;

· Acts as liaison between school administrators and parents concerning transportation problems and issues.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

· Thorough knowledge of standard transportation methods and the operation of buses;

· Knowledge of automotive repair methods and the terminology and tools of the trade;

· Good knowledge of modern budget methods and techniques;

· Good knowledge of driving safety practices;

· Good knowledge of New York State Motor Vehicle Laws and applicable regulations of the New York State Transportation Department;

· Ability to plan and direct the work of subordinates;

· Ability to keep records and make reports;

· Ability to get along with others;

· Dependability;

· Good physical condition;

· Ability to deal effectively with the public.

What do I need to know?

12 month position

Minimum salary: $95,000. Actual salary will be based on education and experience

This position is a part of the Instructional Support Administrators Association of North Colonie (ISAANC)

What are the qualifications for the position?

This is a PROVISIONAL position through Albany County Civil Service. Applicants must meet the minimum qualifications, take the Director of Transportation examination the next time it is offered, pass and be immediately reachable on the ACCS list.

There is a possibility to transfer the title of Director of Transportation from a different county/jurisdiction, if the applicant holds permanent status in a similar title.

MINIMUM QUALIFICATIONS: EITHER:

A. Graduation from a regionally accredited or New York State registered two-year college with at least an Associate's Degree and five (5) years of experience in the maintenance and repair of automotive equipment, operation of multiple passenger vehicles or dispatching of motor equipment, one year of which must have been in a supervisory capacity; OR,

B. Graduation from high school or possession of a high school equivalency diploma and seven (7) years of experience in the maintenance and repair of automotive equipment, operation of a multiple passenger vehicle or dispatching of motor equipment, one year of which must have been in a supervisory capacity.

SPECIAL REQUIREMENT:

Candidates must be at least 21 years of age and possess a valid Class B license with P endorsement, issued by the New York State Department of Motor Vehicles, at the time of appointment. Effective October 1, 2005, school bus drivers as defined by Section 142 of the NYS Vehicle and Traffic Law must possess an S endorsement on their vehicle license.
